The Position:

The Youth/Social norms Programme Coordinator contributes to the effective management of UNFPA activities in the areas of adolescents, youth and social norms with a focus on Sexuality Education.ย  You will analyze and assess relevant political, social and economic trends and provide substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks.

You will work under the supervision of the head of the Country Office in Tunis.ย

Job Purpose:

Working within a Country Office environment, you will provide inputs in the development of the adolescent /youth and Social norms component of the country programme and ensure the proper implementation of this programme, and namely lead the optimal implementation of the EmpowerED programme aiming increasing the uptake and access to comprehensive sexuality education, enhance the quality and delivery of gender-transformative CSE, particularly to prevent gender-based violence, and strengthen the enabling environment through advocacy efforts and improved resilience against opposition.

You will spearhead the development, the monitoring and the reporting on key interventions within the current and upcoming country programme cycles, while applying the appropriate UNFPA systems and procedures.

You would be responsible for:

Lead the EmpowerED programme implementation, ensuring timely delivery, quality monitoring, and alignment with global objectives. Oversee youth programming across thematic areas such as Youth, Peace & Security, social norms, and data, ensuring coherence with office planning and strategic priorities. Position Comprehensive Sexuality Education as a transformative tool for addressing GBV and shifting social norms and support its integration into national frameworks. Provide technical guidance on adolescent and youth SRHR, HIV, gender, and social norms, contributing to policy development, strategy design, and costed programming. Coordinate the M&E function at country level, ensuring results-based management, and high-quality reporting for youth and CSE interventions. Support programme operations and coordination, ensuring effective collaboration across units and alignment of programmatic and operational workstreams. Contribute to the officeโ€™s efforts on building strategic partnerships with government, UN entities, and civil society to strengthen implementation and advocacy efforts. Contribute to resource mobilization efforts, including donor engagement and proposal development, aligned with UNFPAโ€™s adolescent and youth mandate. Promote integration and synergies across UNFPA programme areas (GBV, SRHR, Population & Development), fostering coordination with regional and global teams.

Qualifications and Experience:ย 

ย 

Education:ย ย 

Advanced University Degree ย in Public Health, Sociology, Anthropology, Public Administration or other related fields.

Knowledge and Experience:ย 

At least 07 years of relevant experience working in youth programming required. Understanding of gender and social normsย is essential. Demonstratedย experience in leading and implementing programs related to youth empowerment,ย Youthย engagement,ย gender and social norms,ย local governance,ย ย and/orย development Relevant experience in project management and/or monitoring and evaluation. Good interpersonal, networking and communication skills, both written and oral.ย  Previous experience working with institutions, governmental actors, and CSOs is key Previous experience in team supervision is an asset Previous experience in UN is an assetย  Ability to organize effectively, and to work under pressure with attention to details, precision and accuracy.

Languages:ย 

Fluency in French and English is required.

Proficiency in Arabic and notably spoken Tunisian dialect is mandatory.
