Work experience in any of the following fields: sustainable development, or environmental development and protection; hydropower; water sources and management; power / energy sources and management; Experience working with developing or transitional economies; Communication, interpersonal and analytical skills.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
First-level university degree in hydro-engineering, power-engineering, sustainable development goals, regional planning and development, environmental or related fields
Experience:
Minimum 6 years of relevant progressive professional experience
Mission Specific Requirements

Working knowledge of the local language or most common lingua franca spoken in the mission area (Russian and/or Tajik); Good understanding of the regional political, environmental and economic context of Central Asia; Previous international work experience in a field mission, preferably in Central Asia and/or other developing or transition countries; Experience in negotiation and/or mediation. Management and supervisory experience.
Tasks and Responsibilities
The incumbent reports directly to the Head, Economic and Environmental Department (S3), with the Deputy Head of Office being their second-level supervisor. He/she supervises the work of two (General Services) posts. The incumbent is responsible for:
Contributing to the development of the strategy and proposing the allocation of resources for the project of the Water Management and Energy Security Unit, promoting, inter alia, best practices in integrated water resources management (IWRM) and energy security, as well as transboundary dialogue and coordination, in line with OSCE Budgeting Standards; Managing the project of the Water Management and Energy Security Unit and related activities, including their development, implementation, monitoring and evaluation as required, in accordance with the mandate of the Office and the priorities of the host country, and in compliance with the OSCEโs Common Regulatory Management System (CRMS); drafting terms of reference and technical specifications, and contributing to the public relations activities of the Office; Following and analyzing policies and practices related to water management and energy security in the host country and in the regional context of Central Asia, in accordance with the Officeโs mandate and host country priorities, and drafting concise and informative reports, background documents, talking points, presentations, situational updates, and other as required; Identifying local and international stakeholders relevant to the development and implementation of the project of the Water Management and Energy Security Unit and to issues related to water management and energy security in general, and maintaining close contact and promoting information exchange with them, including governmental and non-governmental partners, private sector stakeholders, academia, research institutions, international governmental and non-governmental organizations; participating in donor co-ordination meetings; Maintaining close coordination and exchanging information with the OSCE Secretariat, in particular with the Office of the Co-ordinator of Economic and Environmental Affairs; Assisting in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation; Performing other duties as required.
