Purpose of the Job
The Project Coordinator (PC) for WASH shall work under the guidance of the Area program Manager to fulfil the objectives of the Norwegian Refugee Council (NRC) as stated in the Policies of the Programme, the Country Strategy, the Project Proposal and the running Activity Plan and budget. Any changes from these plans shall be reported immediately to the Area Managers. PC is expected to follow NRCโs routines and guidelines for project governance applicable for the particular project.ย The WASH PC is responsible for the overall planning and coordination of the WASH projects across the country.

Generic responsibilities
- Adherence to NRC policies, guidance and procedures
- Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
- Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
- Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
- Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
- Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
- Supervise and mentor M&E support staff in executing M&E plans.
- Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.
Specific responsibilities
- Ensure that beneficiary WASH needs assessments, programme design and implementation consider the vulnerabilities within the target communities.
- Ensure that WASH programme design is informed by and integrated with NRCโs other priority sectors including Shelter and Education.
- Design and implement appropriate responses to meet people's basic WASH needs including water reticulation systems, excreta disposal, solid waste management, drainage, vector control, and hygiene.
- Ensure effective planning, coordination and timely implementation NRC WASH activities in the target communities of Southern Afghanistan in line with the Core Humanitarian Standards (CHS) on Quality and Accountability and SPHERE Standards.
- Coordinate with relevant stakeholders including government departments, other INGOs, UN agencies and community members for the effective implementation of WASH activities.
- Ensure that sustainable community-led mechanisms are put in place for longer term operation and maintenance of all water and sanitation infrastructure, including the provision of all necessary training.
- Prepare detailed BOQs, Designs and Drawings for procurement of WASH related supplies and services
- Undertake contract management for all WASH related constructions in the target communities.
- Oversee the implementation of public health promotion activities including hygiene and sanitation assessments, trainings and promotion at community level.
- Lead the preparation of accurate and high quality narrative reports on the status of WASH projects.
- As per NRC performance management model, line manages the WASH Officers giving attention to learning and development through frequent training needs assessments (TNAs) and performance reviews.

Generic professional competencies:ย
- Minimum of 4 yearsโ experience from working on WASH projects in a humanitarian/recovery context.ย
- Previous 4 yearsโ work experience in community-based water, Sanitation programs with INGOs and International Implementing partners.
- Bachelor of Civil Engineering, Geology, Water Resources or any WASH related qualification
- Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols
- Familiarity with international minimum standards of water Hygiene and Sanitation service delivery (i.e., SPHERE) is an advantage
- Must have previous experience in training and Training of Trainers and Documented results related to the positionโs responsibilities
- Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
- Computer literacy in word processing and spreadsheets is required and
- Familiarity with AutoCAD, GPS, Arc Gis and Google Earth is strongly desirable
- Fluency in Pashto and Dari both written and verbal.
- Advanced English Language level (Business English is a plus)
