Background:

Following the cooperation and support provided to the Committee for Environmental Protection (CEP) in 2024, the OSCE Programme Office in Dushanbe (POiD) will continue assisting the CEP in developing and disseminating environmental education materials upon request.

Over the years, the POiD has supported the development of informational materials within the framework of the 2021–2025 National Environmental Education Programme for preschool, school and higher education institutions. The distribution of printed materials has significantly contributed to raising awareness of environmental issues in both the regions and Dushanbe. However, to further enhance the impact, it is essential to develop and disseminate visual content.

The Video Producer/Editor will serve as the primary focal point for the project and oversee the content development process. Responsibilities include designing the visual concept and overall aesthetic of the video, collecting necessary footage, editing, incorporating animations, subtitles, voiceovers and background music as needed and delivering the final product in formats suitable for distribution across various platforms (FB, Instagram, X posts and others). Additionally, the Video Producer will coordinate the work of the Content Specialist and report to the project team.

Objective of Assignment:

The objective of this assignment is to create a high-quality informational video clip that effectively communicates key messages on environmental education, particularly for youth.

Duration of Assignment: Two months

Tasks and Responsibilities:

Under the overall supervision of the National Environmental Officer, the successful candidate will be tasked with the following duties:

Conducting a needs assessment to identify key topics, themes, and target audiences for the visual concept, and providing recommendations on several potential scenarios; Assisting in the development of a 1.5-minute visual concept and overall aesthetic for the video, including collecting necessary footage, editing and incorporating animations, subtitles, voiceovers and background music as needed; Collaborating closely with the Content Specialist/Scriptwriter to ensure that the video content aligns with the team's creative vision; Integrating the project’s branding, logos and relevant themes into the video; Delivering two versions of the final video:
A version in Tajik for TV broadcast;
A version in Tajik with Russian subtitles. Revising the video based on feedback from the CEP and project team, if required; Submitting the final version of the video in the required formats.

Necessary Qualifications:

University degree in environmental protection related sciences, policy and law, communications, journalism, or related field; Minimum 5 years of experience working on environmental issues in Tajikistan; Previous experience in content development, public awareness campaigns, strategic documents, and information materials on environmental protection; Strong research, editorial, analytical and reporting skills; Excellent written and verbal communication skills to convey complex information clearly and effectively; Understanding of the target audience to tailor content appropriately; A genuine interest in the topic area, such as green economy, environmental education, to enhance authenticity and engagement of diverse audiences; Professional fluency in Tajik and Russian languages. Professional fluency in English would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literacy and familiarity with content development tools and software (e.g., Adobe Creative Suite, Microsoft Office, Learning Management Systems platforms etc.).

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
