The Monitoring, Evaluation and Learning (MEL) Officer will support the planning, coordination and implementation of targeted communication and public-awareness interventions under the Migration Partnership Facility (MPF). Working under the supervision of the Project Manager and in close collaboration with partner authorities, service providers and ICMPD experts, the MEL Officer will ensure that communication activities are evidence-driven, systematically monitored and adaptive to evolving contexts.

This role is suited to candidates with strong research, communication or behavioural-analysis backgrounds, particularly those experienced in applying research to intervention design and evaluation, as well as proven experience in establishing MEL tools.

The position requires a methodologically grounded professional with formative-research experience and strong quantitative and qualitative skills, as the MEL Officer will:

Lead the identification of data needs and analytical requirements for MPF communication and public-awareness interventions on irregular migration, including defining research priorities, preparing Terms of Reference and ensuring rigorous and relevant data-collection processes.Oversee and, when required, conduct research on target audiences, behavioural drivers, media ecosystems and socio-political contexts.Provide analytical oversight by assessing appropriate methodologies, ensuring systematic and context-relevant evidence generation and interpreting findings to inform corrective actions and new intervention design.Work with internal experts, service providers and partner authorities to ensure data, research and analysis guide planning, adaptation and results-oriented learning. This includes the design, testing and refinement of interventions and the evaluation of their reach and effectiveness.

In addition, the MEL Officer will:

Develop and maintain core MEL tools such as the project logframe, MEL plan, indicator-tracking systems, data-collection tools and reporting frameworks.Oversee progress monitoring towards key results, ensure timely and accurate reporting, document lessons learned, synthesise findings, generate insights and facilitate knowledge exchange across stakeholders.Ensure adherence to ethical, sensitive and responsible approaches to data collection, storage and analysis.​

Required expertise and qualifications (in addition to those mentioned in the generic job profile):

Experience in monitoring and/or evaluating communication campaigns or behavioural-change initiatives in the field of migrationDemonstrated ability to design data-collection frameworks that support context and audience analysis and adaptive strategy development.​
Experience in designing and implementing practical monitoring tools.Understanding of the migration socio-political environment.Excellent command of English; working knowledge of French is required.
