Result of ServiceThe contractor will contribute to the work of the secretariat by: โ€ข Output 1.1: 1 project prioritization workshop report including the list of prioritized projects โ€ข Output 1.2: 1 project development workshop report including at least 1 developed bankable project โ€ข Output 2.1: 1 project funding / financing report including fund / finance mechanism recommended for the city / projects as well as capacity building needs โ€ข Output 2.3: 1 report on the liaison for the study tour โ€ข Output 2.4 and 2.5: 1 project funding / finance matchmaking workshop Work LocationHome country Expected duration12 months Duties and ResponsibilitiesUnder the supervision of Regional Adviser (Project Manager), the contractor will support the project โ€œUrban economic resilience for inclusive response and recovery from crisesโ€ (UNDA 16) Specific tasks: โ€ข Act as project local liaison with the City of Podgorica and represent UNECE in the project implementation process. โ€ข Maintain regular contact with relevant local stakeholders (academic institutions, CSOs). โ€ข Provide continuous support for UNDA16 reporting and meeting participation. โ€ข Assist with preparations for UNECE missions to Podgorica. โ€ข Collaborate with the Project Manager in developing a format and timeline for the forthcoming stakeholder and expert group workshops. The contractor will be responsible for the following outputs related to the project, under the project outcomes: Outcome 1: Enhanced capacity of local governments to design and implement urban resilience projects โ€ข Output 1.1: Project prioritization workshops: one stakeholder participation workshop, led by UNECE and organized by the local consultant that covers the specific city in collaboration with the local government units, to promote stakeholder and community engagement in the development of local projects. The workshops aim to encourage active involvement and input from local government officials, ensuring their engagement in the process. This output also aims to achieve a clarification on the capacity building needs and target groups for the capacity building activities. o Related activities: o Draft a detailed agenda in collaboration with the Project Manager. o Identify and liaise with guest speakers and local participants. o Organize preparatory meetings with invited stakeholders. o Lead communication and registration processes. o Support the moderation of the event to ensure inclusive dialogue and outcome orientation. o Support the prioritization of urban resilience projects โ€ข Output 1.2: Project development workshop: one local expert group meeting, led by UNECE and organized by the local consultant that covers the specific city in collaboration with the local government unit, to support building capacity for the use of digital, smart, climate-responsive, and inclusive solutions in the development and planning of the cities. The engagement of the local government will be ensured to maximize their involvement in these meetings. The outcome of these meetings will be recommendations for models/templates and guidance to develop at least two bankable projects. o Related activities: o Develop the meeting agenda. o Identify and coordinate with guest lecturers and local participants. o Co-facilitate and co-deliver capacity and training components. o Manage public communication, visibility of project and participant registration. o Support the moderation the meeting and gather feedback and recommendations. Output 2.1: Project funding / financing workshop: one stakeholder participation workshop, led by UNECE and organized by the local consultant that covers the specific city in collaboration with the local government unit, to promote stakeholder and community engagement in the development of local projects and financing programs through multi-stakeholder participation. The local government will actively engage in these workshops to enhance their involvement. The aim of this output is to create a clear picture of the capacity building needs regarding innovative financing mechanisms and financing needs of the target cities. o Related activities: o Draft a detailed agenda in collaboration with the Project Manager. o Identify and liaise with guest speakers and local participants. o Organize preparatory meetings with invited stakeholders. o Lead communication and registration processes. o Support the moderation of the event to ensure inclusive dialogue and outcome orientation. o Support the development of project funding / financing plan o Support the delivery of training on the โ€œEnabling City Climate Finance and Project Preparationโ€ Output 2.2: One interregional workshop, led and organized by the regional commissions, to increase knowledge on the sources of finance and potential financiers, and to explore the application of innovative financing models and financial instruments such as PPP (Public Private Partnership), land value capture, and gender budgeting in the development of projects. o This output has been already delivered Output 2.3: One study tour to each city to strengthen the local governmentโ€™s knowledge of domestic (DFIs) and international financial institutions (IFIs), project preparation facilities and other relevant institutions about urban resilience investments and foster partnerships with them. This output aims at strengthening the results of the capacity building exercises by physical meeting with the relevant project stakeholders. o Related activities: o Draft a detailed agenda in collaboration with the Project Manager. o Identify and liaise with guest speakers and local participants. Output 2.4 and 2.5: One Project funding / finance matchmaking workshop which focuses on matchmaking support and assistance for project preparation facilities and regional / national financing institutions. They help project developers connect with potential partners and investors. The workshops play a crucial role in successfully completing the project stages. They also aid with pre-feasibility financing, investment negotiations, and capacity building for local governments. The pre-feasibility stage includes comprehensive exercises such as pre-feasibility studies, technology assessments, financial analysis, and climate assessments. o Related activities: o Draft a detailed agenda in collaboration with the Project Manager. o Identify and liaise with guest speakers and local participants. o Organize preparatory meetings with invited stakeholders. o Lead communication and registration processes. o Support the moderation of the event to ensure inclusive dialogue and outcome orientation. o Support the development of project matchmaking and resource mobilization for pre-feasibility / feasibility stages o Support the delivery of training on the โ€œEnabling City Climate Finance and Project Preparationโ€ Qualifications/special skillsSkills in both project management and design and technical aspects are required for this contract. Additionally, expertise in urban development and urban resilience is considered an advantage. Strong communication skills are also necessary for alignment with client expectations.
