Background:

In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the center of the global response to the crisis in Afghanistan. UN Women has been in Afghanistan for two decades. UN Womenโ€™s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action; (2) Ending Violence Against Women; (3) Womenโ€™s Economic Empowerment; and (4) Women, Peace and Security.

Under the Gender in Humanitarian Action (GiHA) Unit, UN Women is partnering with the Special Trust Fund for Afghanistan (STFA) on the implementation of a project aiming to build the capacity of small and medium women NGOs and CSOs, to strengthen their ability to play an effective role in humanitarian response and basic human needs programming. The project, through building the ability of women organizations to 1) deliver gender-responsive, results driven programs linking the humanitarian response to basic human needs programming and 2) influence the aid coordination structure to increase the accountability of the humanitarian response and its connection with basic human needs programing.ย 

Reporting to Programme Manager on GIHA, the Project Coordinator Consultant is responsible for coordinating the CSO Twinning Project portfolio which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio.

Description of Responsibilities /Scope of Work

The consultant will support and enhance coordination across all Afghanistan humanitarian projects, ensuring efficient collaboration with partners and stakeholders, while integrating gender-responsive approaches into humanitarian response efforts.

Coordinate the CSO Multi Purpose Women Centers initiative (MPWCs)ย 

Support the coordinator in the overall Programme/Portfolio work plan development and implementation according to the flagship model in Afghanistan aproject document. Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the donors and UN Women. Support Humanitarian Programme Manager to establish systems for project planning, implementation and monitoring, in collaboration with partners.ย  support in partner management processes inline with partnership agreements and in close coordination with the Program Support and Management Unit (PMSU) Record and maintain documents on relevant Programme process, activities, issues, risks, impacts and milestone achievements.

Support GIHA program implementationย 

Support in developing concept notes, project proposals and partnership agreements for GIHA non WPHF projects including alllife saving and emergency initiatives.ย  Identify capacity building needs and lead Capacity Assessments, capacity building plans, implementation plans for GIHA initiativesย  Coordinate partnerships including partnership agreements, provide inputs (including technical support, training sessions, etc.) for partners and relevant stakeholders. Support Humanitarian Program Manager in providing technical support, implementation and monitoring of CSO partners .

Coordinate the monitoring and reporting on the GIHA non WPHF programย 

Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required; Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports; Support Project Coordinators to monitor activities, impacts and results, identification of concerns, opportunities etc. and provide inputs from CSO WPHF programme activities and results to Country Office reporting. support in developing lessons learnt logs, risk matrix, monitoring plans and monitoring reports as well as additional monitoring processes which may be required.ย 

Manage people and finances of the thematic area programme

Support the coordinator in development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting; Monitor the allocation and disbursement of funds to participating partners;

Build partnerships and support in developing resource mobilization strategiesย 

Provide inputs to the development of partnerships and resource mobilization strategies.ย  Participate in coordination structures, donor meetings, and information events, as delegated.

Advocate and facilitate knowledge building and management and communicationย 

Document the programme implementation process and products;ย  Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;ย  Coordinate the organization ofย advocacy events, trainings, workshops and knowledge products.ย  Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed. Contribute to the development of capacity development tools, including training materials and packages;

Consultantโ€™s Workplace and Official Travel

This is a full-time, in-person consultancy based in Kabul, with travel to provinces. The consultant is expected to work during working hours in Afghanistan (Sunday to Thursday, 8:00 AM to 4:00 PM Kabul time).

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage

Experience:

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.ย  Experience working in humanitarian settings and understanding of humanitarian coordination mechanismsย is an asset. Experience working with UN agencies, humanitarian clusters, NGOs, and donor agencies is an asset. Proven ability to work in complex humanitarian contexts, with an understanding of Afghanistanโ€™s humanitarian landscape is an asset.

Languages:

Fluency in English is required. Knowledge of Dari/Pashto is an asset.
