Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Despite its national and international commitments for ensuring womenโ€™s rights and equality for all citizens, and also having established institutions, departments, and initiatives for empowering women and girls, the gap in availability of reliable and comprehensive data which can serve as an evidence base for decision makers to understand the issue remains. To bridge this gap, the National Commission on the Status of Women (NCSW) and UN Women collaborated on the development of the National Gender Data Portal (NGDP). Mechanisms have been set in place to collect and enter data into the NGDP and partners from the federal level as well as all provinces have been trained in it. NGDP is aligned with Pakistanโ€™s reporting indicators for CEDAW, BPfA and SDGs However, there is a need to strengthen and sustain this process and integration of the missing data and analysis will be invaluable for reporting on international commitments.ย 

Under the overall guidance of the Regional Gender Statistics Specialist and direct reporting to Portfolio Manager WEE & SL, the Statistics Analyst will work on supporting data processing, visualization and analysis in coordination with the Pakistan Bureau of Statistics, to enhance the quality and availability of Gender Data in Pakistan. In addition, the Statistics Analyst will support the preparation of dialogue, training and other statistical events to promote data use, and will contribute to the preparation of knowledge products.ย 

The Statistician will be responsible for ย the following gender data work within UN Women and KOICA funded program:

1. ย Coordinate the implementation of UN Womenโ€™s Pakistan Country Officeโ€™s activities pertaining to statistics, in line with its Strategic Note 2023-2027:

Identify key priorities pertaining to gender statistics for the Pakistan country office, including in line with KOICAโ€™s programme on digitalization and technology, and develop a work plan on gender statistics. Liaise frequently with the Pakistan Bureau of Statistics to strengthen existing partnerships for enhancing the quality and availability of gender data in the country. Represent UN Women in various national inter-agency coordination groups on statistics and global monitoring of SDGs and other global goals.ย  Provide technical support to the Pakistan Bureau of Statistics and other data producers of official statistics within the country, upon request.ย  Making use of UN Womenโ€™s Training Curriculum on Gender Statistics, organize national trainings to build the capacity of data producers on how to enhance the quality and availability of gender statistics, and the capacity of data users on how to utilize gender data for policy making, advocacy and policy monitoring and accountability purposes. Conduct data analysis, including reprocessing of microdata using syntax, and produce related results tables and graphs. For instance, analysis to provide insights to the team leader about the institutional context of womenโ€™s economic empowerment status in Pakistan.

2. Support the enhancement of gender data quality and availability in Pakistan, in adherence to international statistical standards and classifications

In partnership with the Pakistan Bureau of Statistics, the Ministry of Women and other key actors, reprocess existing data to generate new gender estimates for Pakistan. Aggregate national and subnational estimates to generate indices and other summary measures of development and gender equality.ย  Draft technical reports and other knowledge products such asย brochures, infographics, and advocacy materials to portray gender data on womenโ€™s economic empowerment and other areas. Liaise with key stakeholders in Pakistan to support the engendering of national reports towards various international commitments, such as the SDGs, the Sendai Framework, Beijing PFA and CEDAW.ย 

3. Contribute to monitoring the implementation of the KOICA project on womenโ€™s economic empowerment, and other statistical activities carried out by the Pakistan Country Office, including knowledge management for project monitoring.

Develop a repository of project beneficiaries and key stakeholders.ย  Support the project manager in preparing narrative reports using the data analyzed and collated.ย  Conduct field visits to project districts to liaise with beneficiaries as needed, and in coordination with the project team.ย  Ensure and promote quality assurance to the delivery of project, including by conducting analyses of reported activities (including quarterly updates and annual reports) to identify good practices and challenges, anticipate needs and propose ways to address them. Support the organization and implementation of seminars/webinars or other similar events linked to project implementation. Provide statistical support to UN Womenโ€™s policy and programme work and perform other tasks, as required.

Functional Competencies:

Education:

Masterโ€™s degree (or equivalent) in statistics, economics, mathematics, econometrics or other science fields is required. A first-level university degree in combination with two additional years of qualifying experienceย may be acceptedย in lieu of the advanced university degree

Experience:

A minimum of 3 years of progressively responsible experience in analyzing data, including microdata.ย  At least 3 years of progressively responsible experience providing statistical capacity building and technical support to national statisticians. Experience developing and implementing programmes in the field of gender statistics addressing issues on enabling environment, production, access and use of gender statistics; Extensive experience in the drafting and conceptualizing of statistical publications, factsheets and other knowledge products.ย  Excellent command of syntax writing for microdata analysis utilizing Stata or R. Experience in the usage of computers and office software packages (MS Word, Excel, etc.)as well as handling of web-based data management systems. ย 

Language Requirement:

Fluency in English and Urdu is required.
