Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination. By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. By 2025, governance systems are more transparent, accountable, inclusive, and rights-based with the participation of civil society, and quality of judicial services is improved.Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve womenโs access to opportunities, rights, and services in political, social, and economic life, and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners โ central and local level government authorities, civil society organizations, including womenโs organizations and platforms, academia, private sector companies, and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.
In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women Tรผrkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and womenโs empowerment. Currently, UN Women in Tรผrkiye has a diverse and growing portfolio on Ending Violence Against Women (EVAW) which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director. Under the expanding EVAW portfolio, UN Women works in the areas of eliminating child, early and forced marriages, womenโs access to justice, monitoring and coordination mechanisms for EVAW in partnership with Ministry of Family and Social Services, Ministry of Justice, and Ministry of Interiors as well as municipalities, labor organizations, civil society organizations, women's organizations, academia and UN agencies, while also leading programmatic interventions to women and girls affected by the earthquake.
Under direct supervision of Operations Manager of UN Women Tรผrkiye Country Office and guidance of the respective Programme Specialist, the Project Engineer will be responsible for coordinating all technical and procurement related aspects of aspects of the procurement of civil works such as refurbishment and strengthening, and refurbishment of selected Violence Prevention and Monitoring Centers (VPMCs) and womenโs shelters under the Ministry of Family and Social Services for the โRestoring and Strengthening the Preventive and Protective Services in response to Violence Against Women and Girls affected by the Earthquakes in Tรผrkiyeโ Project. The engineer will also oversee coordination of and provide technical support to monitoring of the implementation of the construction works conducted by UNOPS including monitoring of progress against mutually agreed results frameworks and performance indicators.. He/She will also lead communication with the Ministryโs relevant departments and supervise and lead the UN Womenโs contractors in the relevant area of expertise. He/She will work in close collaboration with Programme Specialist, and related colleagues to ensure successful implementation of project management and construction process.ย The Engineer will also play a key role in ensuring coordination with technical partners such as UNOPS, maintaining accurate construction-related documentation, and supporting communication with national and local authorities to ensure accountability and compliance with relevant standards.
Scope of Work:
1. Provide technical support and oversight related to area of expertise at the different stages of the refurbishment, renovation, strengthening and construction process under the above project.
Provide technical assistance to UN Women during the refurbishment, renovation, strengthening and construction process under the above project in terms of architectural requirements at contracting, implementation, supervision, and monitoring stages; Advise on the national legal requirements and procedures, international standards applicable to various buildings/facilities; Coordinate the development and/ or develop Technical Drawings for construction projects; Coordinate the approval of Technical Drawings by the responsible authorities and the filing of the same; Participate in field visits, including pre- and post-monitoring site visits, jointly with the UN Women project implementation team to provide on-site technical support, inspection, and verification of construction, refurbishment, and strengthening works, and contribute to informed decision-making during implementation.2. Provide supervision and oversight on UN Womenโs contractors in the relevant area of expertise.
Ensure that there is effective supervision, monitoring, implementation, and certification of the construction, refurbishment, renovation and strengthening works to ensure that these processes are completed to the right quality and standard as per UN Womenโs guidelines; Ensure that there are effective quality control measures in place for the implementation and monitoring of the construction and refurbishment processes and that the contractors comply with all architectural specifications and UN Women requirements; Monitor contractor presence on the project site, measuring and assessing the work accomplishment as per the scope of work, Bill of Quantities (BOQ) and signed contract.ย Coordinate the training of the end users of the infrastructure and ensure simplified preventive user manuals are in place; Supervise, monitor, and evaluate the performance of contractors working on various work packages by measuring, assessing and appraising the works in terms of architectural requirements;3. Provide technical support and technical input to the constructionย and refurbishment procurement process
Ensure that all the technical inputs and cost estimates of construction, refurbishment, renovation and strengthening works and budgets are accurate and provided in a timely manner. Develop specifications/TORs for construction and refurbishment processes; Arrange site visits for assessments, site handover site meetings and stage certifications as and when required; Support in all tender processes for the procurement of contractors and professional consultancy services including development of TORs, participating in evaluation, and responding to bidder and procurement approving authority queries;4. Provide project management support to ensure that construction, refurbishment, renovation and strengthening processes are delivered effectively and efficiently
Identify and manage risks and ensure that timely corrective actions are undertaken to ensure maximum benefit to the client and other stakeholders; Oversee the measurement and certification of completed construction, refurbishment, renovation and strengthening works, certify disbursement of funds for construction tasks, monitor and report financial status of projects toย senior management; Assume accountability for the overall progress of the projects and prudent management of resources within each of the work packages assigned; Monitor the budgets to ensure that any variations do not exceed the budget allowed in the contract; Maintain accurate and up-to-date technical documentation, including site visit reports, photographic records, architectural and structural drawings, work completion certificates, and quality assurance checklists while ensuring that all documentation is appropriately archived in compliance with UN Womenโs and partner protocols; Facilitate timely and effective communication and coordination with UNOPS and other implementing partners to ensure aligned planning, implementation, and reporting of construction and refurbishment works, including participation in regular coordination meetings and follow-up on technical action points.5. Education and Certification:
Masterโs degree in civil engineering, architecture or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.Experience:
2 years of experience in construction works management and progressively responsible relevant experience is required.ย Specific experience in gender responsive infrastructure designing/construction is an asset. Experience from similar assignments (as design engineer, procurement engineer, site engineer, construction projects superintendent, construction engineering consultant, etc. is required.
