Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy, Programme and Intergovernmental Division (PPID) is responsible for providing the vision and strategic direction on UN Womenโ€™s programmes and policy initiatives globally and integrated support to regional and country offices.ย  UN Womenโ€™s engagement with International Geneva reflects the deep partnership between the UN System and Switzerland, and an evolving ecology of international assistance and development. UN Women, as the recognized leader within the UN System for gender equality and the empowerment of women and girls, partners with Geneva-based UN Agencies and Organizations to leverage UN-System wide resources and capabilities.ย ย UN Women Geneva presence is focused on invigorating its role in this vibrant network and contributing essential knowledge and influence to catalyze progress in line with international commitments and agreed-upon standards for gender equality and the empowerment of women and girls across the fields of humanitarian action, human rights, disaster risk reduction, economic empowerment, as well as peace and security.ย  Some of the main goals of the office are:ย 

Lead the United Nations System commitment to gender equality, womenโ€™s empowerment, and the Sustainable Development Goals (SDGs) in a new way that leverages the powerful complementarity of normative, coordination and operational elements of the organizationโ€™s mandate; and ensure linkages across the humanitarian-development and peace/resilience agenda.ย ย  Influence normative, inter-governmental decision-making processes to incorporate a gender perspective in the resolutions of the Human Rights Council and other relevant mechanisms and platforms, increasing collaboration among UN Womenโ€™s partners and stakeholders including member states, UN agencies and civil society organizations. ย  Catalyze results for advancing gender equality and womenโ€™s empowerment commitments in sudden onset humanitarian emergencies and protracted crises through UN Womenโ€™s membership in the Inter-Agency Standing Committee for Coordination of Humanitarian Assistanceย 

Under the overall supervision of the Operations manager UN Women Geneva office, the Programme Associate ensures execution of transparent and efficient administrative services and processes consistent with UN Women rules and regulations. The Programme Associate promotes a client-focused, quality and results- oriented approach and support to ensure: (i) compliance with UN Women policies and regulations; (ii) effective systems to support programme delivery and growth; (iii) accountability to organizational values and principles; and (iv) an enabling workplace environment in which staff potential is maximized. The Programme Associate also works in collaboration with operations staff in other UN Agencies, UN Women Regional Office (RO) and HQ staff and Government officials to successfully deliver procurement services.ย 

Provide administrative and logistical support to the formulation and management of programmes:

Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme

implementation arrangements;

Provide technical guidance to the Geneva office and executing agencies on routine delivery and reporting of programme supported activities and finances; Prepare information for the audit of programmes/ projects and support implementation of audit recommendations; Provide administrative support to the financial management of the Programme Unit: Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;ย  Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms; Create requisitions in Quantum system for development projects; register good receipts in Quantum system, where delegated; Assist in the preparation and follow up of cost-recovery bills in Quantum system. Maintain staffing lists and reports; ยทย  Prepare and issue consultant contract including creation of purchase order for the individual contracts.ย  Support the office on all administrative matters in the absence other GS staff in the operations team.ย  ย  Review and provide inputs to contracts for the Geneva office through collaboration with the HQ Procurement and Travel Services team.ย  Assume overall responsibility for attendance and leave management monitoring; ยท

Support the procurement processes for the Geneva Office

Prepare procurement plans for programmes/projects of humanitarian section and human rights development section based in the Geneva office.ย  Prepare and initiate procurement requests (GST requests, Micro-Purchasing Smart Form submission etc.) for goods, services and works for the office.ย  Support the office to coordinate procurement requests, collaborating with the HQ Procurement and Travel Services, on the processing of Request for Quotations (RFQs), Invitation to Bids (ITBs) or Request for Proposals (RFPs) and others.ย  If required, perform the Buyer role in Quantum to monitor/close Purchase Orders for non-procurement transactions.ย ย  Prepare submissions to the Procurement Review Committee (PRC).ย  Develop and update the rosters of suppliers, and support implementation of supplier selection and evaluation.ย  Coordinate with HQ Procurement and Travel Services team on procurement processes, contract issuance related to procurement activities, procurement planning, travel management etc.ย 

Facilitate knowledge building and knowledge sharing:

Provide substantive input and support to the development of training materials, webinars, and other education materials.ย  Synthesize lessons learnt and best practices on programme and operations related issues.ย 

Ensure proper control of assets:

Prepare inventory reports.ย  Implement the inventory and physical verification check-up in the Geneva office and projects.ย  Update the databases or other relevant electronic management systems with asset, human resources and procurement data for use by the Geneva office and the HQ.

โ€ข ย ย ย ย ย ย ย ย ย ย  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required;ย 

โ€ข ย ย ย ย ย ย ย ย ย ย  Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย
