Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Chinaโ€™s work is aligned with the 2021-2025 United Nations Sustainable Development Cooperation Framework (UNSDCF) for China to support Chinaโ€™s development priorities in the next five years. It is also in line with Chinaโ€™s 14th Five-Year Plan (2021-2025), Chinaโ€™s National Human Rights Action Plan (2021-2025), and the Outline of Women's Development in China (2021-2030).

Having been active in China since 1998, UN Women primarily works on the following thematic impact areas in the country:

Governance and participation in public life:ย We work with key partners so that all women are able to fully and equally participate in decision-making, and women and girls can benefit from gender-responsive laws, policies, budgets, services, and accountable institutions. Our work in this thematic impact area is channeled through the China Gender Fund for Research and Advocacy (CGF), a rolling trust fund modality that awards periodic grants through an open and competitive process. Womenโ€™s economic empowerment: We work to advance the economic empowerment of women so that they have income security, decent work, and economic autonomy. To achieve this, we partner with a range of allies, from UN agencies to government ministries, to regional bodies and international financial institutions, to womenโ€™s entrepreneurship organizations. Together, we work to transform the care economy by pushing for women to be recognized and paid for their work. We also advocate for equal pay, support women as leaders and entrepreneurs, and work to close the digital divide to ensure women and girls have equal access to opportunities, including through capacity building and reskilling in the context of rural revitalization in China. Ending Violence Against Women:ย We promote integrated approaches to ensure that all women and girls live a life free from all forms of violence. UN Women China has been working with other UN agencies to promote social norm change for domestic violence prevention and response by providing input to national legislation and policies and capacity development of antidomestic violence service providers in close collaboration with national and local government counterparts and civil society organizations.ย 

Our programmes in these impact areas are further supported and catalyzed through our work onย (iv) Communications and advocacyย as well as (v)ย Strategic partnerships and resource mobilization.

Communications and advocacy:ย As a core element of UN Womenโ€™s activities in China, the officeโ€™s communications and advocacy is focused on two key objectives: (i) advocating for womenโ€™s empowerment and gender equality; (ii) increasing UN Womenโ€™s visibility in China in support of UN Womenโ€™s mandate and promotion of gender equality. The office has been continuously making great efforts in establishing and enhancing UN Womenโ€™s brand value and strengthened advocacy through active media outreach, flagship campaigns and events, strong partnership visibility support, and documenting powerful human success stories from UN Women programmes. Strategic partnerships and resource mobilization:ย UN Women works with partners on strategic, high-value, and innovative partnerships that increase investment in advancing gender equality and womenโ€™s empowerment (GEWE) and enhance our programmatic impact in China.

As a co-chair of the UN Gender Theme Group, UN Women also leads technical and coordination support to ensure gender mainstreaming across all areas, through the interagency results group mechanism within the wider UN system.

Under direct supervision of Programme Analyst and with matrix reporting line to Country Representative of UN Women China country office (for executive functions), the Programme and Executive Associate will: a) provide the finance and administrative support to the members of the Programme Team and work closely with other Programme Analysts and Associates/Assistants in the development, implementation and monitoring of the programmes for the empowerment of women and the promotion of gender equality in China funded with both core and non-core resources, consistently with UN Women rules and regulations. S/he contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. She/he will work in close collaboration with the operations of the China Office and Regional Office as required for resolving complex finance-related issues and exchange of information; and b) providing a variety of executive and coordination support to UN Women Country Representative maintaining full confidentiality in all aspects of assignment and, in close coordination with the Country Office management and staff, for managing the efficient flow of information and communications to ensure expeditious dissemination of information, timely action and compliance with established deadlines, including support corporate planning and reporting requirements.ย 

Functions:

Provide coordination support toย  Programme Unit Coordinate on the programmatic implementation of assigned Programme(s) with relevant partner organizations and agencies in various states. Coordinate for activities on the assigned programme(s) with relevant team members and work with them in close collaboration to ensure successful implementation of the programmes. Provide coordination and logistical support for events and workshops. Facilitate trainings on ending violence against women and girls, with focus on select laws, policies and programmes. Provide effective coordination support relating to operations on procurement, contracting, finance functions and settlement of travel reimbursements. Assist in coordinating for events planned during International Womenโ€™s Day and 16 Days of Activitism and other events of the Unit as and when planned. Effective coordination and management of consultants and partners.ย  Maintain/update database of partner agencies (government, non-government, donors, research institutes). Support coordination between headquarter, regional office and other offices for the development of project proposals.

2. Provide financial and administrative support to Programme Unit

Ensure full compliance of financial processes and financial records with UN rules, regulations, policies and strategies Maintain records/ documents/ files relating to the programme and related projects in a user-friendly manner and use Quantum for supporting programme and financial management. Be responsible for assigned correspondence and other administrative tasks, including project budgets. Assist in proper control of the supporting documents for payments and financial reports; payment execution. Process financial documentation (vouchers, supporting documents, etc.) and maintain internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded, verified against FACE reports, and posted in Quantum; travel claims, payment orders and other entitlements are duly processed. Proper receipting of goods and services. Preparation of routine correspondence, faxes, memoranda, and reports. Extracting, inputting, copying, and filing data from various sources. Maintenance of the proper filing system for financial records and documents.ย  Assist in organizing, executing and coordinating the logistical requirements by drawing up an event time-line, programme schedule and checklist for the successful holding of the events

3. Supports knowledge building and knowledge sharing inย programme unit

Participation in trainings for project staff Contributions to knowledge networks and communities of practice. Prepare dissemination plan for research/advocacy outputs.

4. Provide executive & coordination support and effective communication & information management to the UN Women Head of the Office

Manage the UN Women Head of the Officeโ€™s calendar, and schedule of appointments and meetings. Maintain roster of Country Office (CO) contacts; update electronic mailing lists; Answer and screen calls for the Country Representative with tact and discretion; Manage administrative files on the Country Representative mission travel and mission reports; Research files, collect information and organize materials to meet the Country Representative. Facilitate the Head of Officeโ€™s interaction with various external partners through written, verbal and electronic communication, and through collaborative and proactive relationships with counterparts and colleagues in partner offices; Ensure protocol matters, receive high ranking visitors/officials, coordinate logistical arrangements related to visits. Facilitate flow of information and communication between the UN Women Head of the Office and other units within or outside of UN Women; Review, prioritize and route correspondence to and from the UN Women head of the office; take proactive follow-up action and keep the Head of the Office informed; Respond to and/or direct inquiries to appropriate units for timely action/response; Prepare routine correspondence and interoffice circulars; review documents and reports to ensure spelling, punctuation and format are correct. Provide support on corporate planning and reporting to monitor programme and activities to ensure compliance, including support corporate platform (RMS) entry, logistic arrangements on stakeholder meetings etc.

Key Performance Indicators:

Timely and accurate administrative and logistical support to the EVAW Program including events, workshops, and missions; Full compliance of administrative activities with UN Women rules, regulations, policies and procedures; Timely and accurate tracking of data for CO/MCO/RO management and donor purposes; Quality maintenance of internal systems and files; Quality and timely support to programme team.

Functional Competencies:

Recruitment Qualifications:

Education and certification:

Secondary Education preferably with specialized certification in Accounting and Finance, international studies, social science is required.ย  Bachelorโ€™s Degree in Business or Public Administration, International Relations and Social Sciences would be desirable.

Experience:

Minimum six years (with Secondary education) or minimum four years (with Bachelorโ€™s degree) of relevant administrative or programme management experience is required at the national or international level.ย  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages. Experience of organizing and completing multiple tasks by establishing priorities. Experience of administering and executing project budget management is an asset.ย  Experience of managing data, documents, correspondence and reports information and workflow is highly recommended Experience of ERP System, especially ATLAS/Quantum would be an advantage.

Language Requirements:

Fluency in English and Chinese is required; Working knowledge of the other UN official working language is an asset.
