Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is mandated by the UN Security Council to lead on UN system-wide coordination on Women, Peace, and Security, and to this end, UN Women has been working with governments, UN partners and civil society throughout the region to support womenโ€™s participation and influence at all levels of decision-making to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.

UN Women Libya has strengthened its presence in Libya, responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Womenโ€™s Libyaโ€™s premise is that peacebuilding efforts, including political dialogues, conflict resolution, and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities, and interests of the Libyan women across their diversities. Alongside supporting Womenโ€™s participation in peace processes on all levels, the program is also working to strengthen womenโ€™s access to justice and enhance the judicial response to violence against women and girls which is a violation of human rights and a major impediment to achieving gender equality, development and peace, enhance women political participation and gender equality.

Reporting to UN Women Tunisia & Libya Cluster Office Head of Programme, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Associate contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projectsโ€™ personnel in the Tunisia & Libya Cluster Office and UN Women HQs as required for resolving complex finance-related issues and exchange of inform

Scope of Work

Provide administrative and logistical support to the formulation and management of programmes
โ€ข Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements.
โ€ข Provide technical guidance to the Tunisia & Libya Cluster Office and executing agencies on routine delivery and reporting of programme supported activities and finances;
โ€ข Prepare information for the audit of programmes/ projects and support implementation of audit recommendations;
โ€ข Review programme data from programmes/ projects for the MCO/CO/RO website; and
โ€ข Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

Provide administrative support to the financial management of the Programme Unit
โ€ข Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;ย 
โ€ข Review financial reports; prepare non-PO Invoices for development projects; ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  โ€ข Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms
โ€ข Process payment for consultants;
โ€ข Maintain internal expenditures control system;
โ€ข Create requisitions in Quantum system for development projects; register good receipts in Quantum system; and
โ€ข Assist in the preparation and follow up of cost-recovery bills in Quantum system.

Provide administrative support to the Programme Unit
โ€ข Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
โ€ข Make travel arrangements for the Programme Team, including travel requisitions and claims;
โ€ข Prepare public information materials and briefing packets;
โ€ข Assemble briefing materials and prepare powerpoint and other presentations

Provide administrative support to Resource Mobilization
โ€ข Prepare cost-sharing and other agreements; follow up on contributions within the Tunisia & Libya Cluster Office resource mobilization efforts; and
โ€ข Organize, compile and process information from donors, Tunisia & Libya Cluster Office, and programme team, as inputs to various databases and documents.

Facilitate knowledge building and knowledge sharing
โ€ข Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
โ€ข Provide administrative support to the organization of training for the office personnel and partners on programme and operations related issues.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Qualifications

Education and Certification:

โ€ข Completion of secondary education is required.
โ€ข Bachelorโ€™s degree in business or public administration is desirable

Experience

At least 6 years of progressively responsible experience in administration or programme management/support is required.
โ€ข Experience in working in a computer environment using multiple office software packages is required.
โ€ข Experience in supporting a team is required.
โ€ข Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Languages

โ€ข Fluency in English is required.
โ€ข Fluency in French is required.
โ€ข Knowledge of another official UN language is desirable (Arabic).
