Background:

In Indonesia Country Office, UN Women works to fulfill its triple mandates, placing womenโ€™s rights at the centre of all its efforts through promoting global normative works, leading ย and coordinating United Nations system efforts in the Country and operations mandate ย to ensure that commitments on gender equality and gender mainstreaming translate into action.ย  The Country Office also works to support of The Government priorities and efforts, with strong and effective partnerships with civil society and other relevant actors.ย ย 

Align with UN Women Global Strategic Priority (SP), one of the key thematic programmatic areas of UN Women Indonesiaโ€™s current 2021-2025 Strategic Note (SN) is Ending Violence Against Women and Girls (EVAW), implementing Joint Programmes such as โ€œBetter Reproductive Health and Righst for All in Indonesiaโ€ (BERANI II) with UNICEF and UNFPA to combat harmful practices and gender-based violence, and advocacy for improved policies to prevent and response to EVAW with Government, civil society organizations (CSOs), National Commission on Ending Violence Against Women (Komnas Perempuan) and private sector.ย 

Reporting to UN Women Head of Programmes, the Programme Analyst, EVAW contributes to the effective management of UN Women EVAW programmes in the Country Office by providing technical inputs to programme design, formulation, implementation (including ensuring results are tracked and monitored) and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women EVAW programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst, EVAW works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.ย  ย  ย ย 

Scope of work:

Contribute technically to the development of programme strategies in the area of Ending Violence against Women (EVAW)ย  Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives focusing on EVAW, including the mainstreaming component of EVAW in other UN Women thematic programmes (womenโ€™s economic empowerment and ย womenโ€™s leadership and governance);ย  Identify areas for support and intervention related to the EVAW programme; and Ensure sound project arrangements, implementation and effective management.

ย  ย  ย  ย 2. Provide substantive technical support to the implementation and management of the EVAW programme

Provide technical inputs to the annual workplan and budget;ย  Lead the implementation of programme activities; Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Review, coordinate and monitor the submission of implementing partner financial and narrative reports; and Ensure proper operational, financial and administrative management of UN Women EVAW Programme, adherence to all UN Women rules and procedures and ensure quality programme implementation based on Results Based Management (RBM).ย  Ensure the coordination with responsible partners, Government, other UN Agencies, ASEAN and UN Women Regional Office of Asia and the Pacifics (ROAP)ย 

ย  ย  ย  3. Provide technical assistance and capacity development to project/programme partners

Coordinate and provide technical support in the implementation of programme activities, including, but not limited to, training on RBM Maintain relationships with national partners to support implementation and ensure impact of the EVAW programme; and Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

ย  ย  ย  ย 4. Provide technical inputs to the monitoring and reporting of the programme/project

Monitor progress of implementation of activities and finances of project(s) related to EVAW using RBM tools, coordinate with Operations team to ensure compliance with UN Women policies and procedures;ย  Draft reports on monitoring missions, programme results, outputs and outcomes; and Participate and provide support to the organization of national and regional consultations organized by UN Women Country Office and Regional Office for Asia and the Pacific; Provide substantive inputs to the preparation of donor and UN Women corporate reports;

ย  ย  ย  5. Provide substantive technical inputs to the management of people and finances of the EVAW programme

Develop activity budgets, work plans and procurement plans, ย monitor the budget implementation, programme/project delivery and make budget re-alignments/ revisions, as necessary; Provide substantive inputs to financial and narrative reports submitted by partners and/or deliverables of partners to ensure quality and adherence to UN Women Policy, Procedure and Guidance (PPG);ย  Contribute to UN Womenโ€™s implementation of Risk Management Policy by adhering to risk-informed decision in managing UN Women resources; and Supervise Programme Associates and Assistant, if needed.

ย  ย  ย 6. Provide substantive inputs to building partnerships and resource mobilization strategies

Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; Contribute to the identification of potential partners for strategic positioning as well as quality programme implementation, work with other team members to create and manage effective partnership as per the CO Strategic Note; Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; Participate in donor meetings and public information events, as delegated; Prepare meeting minutes and ensure appropriate follow-up actions.

ย  ย  ย  ย  7. Provide technical support to UN inter-agency coordination on EVAW to achieve coherence and alignment of UN Women programmes with other partners in the country

Provide substantive technical support to the Representative, Programme Management Specialist, and Regional Office on inter-agency coordination related activities related to EVAW by drafting background reports, and briefs; Contribute to UN Women Indonesiaโ€™s mandate on UN inter-agency coordination on gender, Prevention of Sexual Exploitation, Abuse and Harrasment (PSEAH) Working Group, UN Sustainable Development Cooperation Framework (UNSDCF) relevant results/working group, coordinate inputs and participate in and/or lead the regular coordination meetings; Prepare meeting minutes and ensure appropriate follow-up actions.

ย  ย  ย  8. Provide substantive inputs to advocacy, knowledge building and communication efforts

Develop background documents, speeches, talking points, briefs and presentations related to access to essential services of WMWs and victims of human trafficking;ย  Coordinate and organize advocacy campaigns, events, consultations, trainings, workshops and knowledge products; Coordinate the development of knowledge management methodologies, and products on access to essential services of WMWs and victims of trafficking.

ย  ย  ย  9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Coordination and Participation in UN Inter-Agency Coordination Working Group:ย the incumbent is expected to coordinate and actively involve in relevant UN Inter-Agency Coordination Working Group(s)/Platform as deemed relevant to the mandate of UN Women on coordination and EVAW programme.ย

Minimum Qualifications:

Education and Certification

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.

Experience

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building; Previous experience in the field of violence against women is required;ย  Experience in the field of migration and/or trafficking is an asset; Experience coordinating and liaising with government agencies and/or donors is an asset; Experience supporting/implementing an EU-funded project is an asset; Experience with a regional programme is an advantage.ย 

Languages

Fluency in English and Bahasa Indonesia is required
