UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย
Among the 10 UN Women offices present in West and Central Africa (WCARO), UN Women Senegal is based in Dakar, Senegal, and works with the government, civil society organizations (CSOs), other UN agencies and the private sector to help achieve gender equality and women's empowerment in Senegal.
Based on UN Women Senegal's strategic note 2024-2028, the organization focuses its efforts on the following key themes:ย ย ย ย ย ย i) governance, leadership, and women's political participation; ii) women's economic empowerment and iii) the elimination of violence against women and girls; iv) women, peace, security and security action. In addition to these thematic areas, within the framework of the United Nations Development Assistance Framework (UNDAF) 2019-2023, the UN Women office plays a leading coordination role within the UN country team in Senegal about gender mainstreaming issues.
Under the overall guidance of the Chief of Procurement and Travel Services and the daily supervision of the Procurement Specialist, the Procurement Associate ensures execution of transparent and efficient procurement services and processes consistent with UN Women rules and regulations. The Procurement Associate promotes a client-focused, quality and results- oriented approach and support: (i) compliance with UN Women policies and regulations; (ii) effective systems to support programme delivery and growth; (iii) accountability to organizational values and principles; and (iv) an enabling workplace environment in which staff potential is maximized. The Procurement Associate also works in collaboration with operations staff in other UN Agencies, UN Women Country Offices (CO), UN Women Regional Office (RO) and HQ personnel and Government officials to successfully deliver procurement services.
Scope of Work:
Administer and support implementation of innovative and sustainable procurement strategies and policies aligned with principles of fairness, integrity and transparency to achieve best value for money.
Ensure full compliance of procurement activities with UN Women rules, regulations, policies, and strategic priorities through implementation of effective internal controls and proper functioning of UN Womenโs clientโoriented procurement management system.ย Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map BU procurement business processes, and assist in managing workflows in Procurement Unit in coordination with supervisor.ย Conducts research to provide input to the formulation and implementation of the BU contract strategy that includes tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions; and strategic procurement that includes sourcing strategy, supplier selection and evaluation, quality management, and cost reduction strategies.ย Prepare procurement-related reports and analyses; research and draft responses to enquiries for clearance by Procurement Specialist;ย Coordinate the implementation of corporate procurement management policies and strategies in support of cost saving and operations for the RO and COs in the region;ย Prepare workplan;ย Contribute inputs to the development of new tools, systems, policies, manuals, templates, and guidelines;ย Provide advice and technical support on Procurement related issues to RO and COs in the region;ย and Follow up with internal and external audits.ยManage procurement processes for the Regional Office and Country Offices:
Finalize procurement plans for programmes/projects and monitor their implementation;ย Review procurement requests and initiate procurement procedures for office and projects equipment, supplies and services in the RO and COs;ย Organize and review procurement processes including the preparation of Request for Quotations (RFQs), Invitation to Bids (ITBs) or Request for Proposals (RFPs) documents, receipt of quotations, bids or proposals, and their preliminary evaluation;ย Prepare submissions to procurement review committees (HQ-PRC/R-PRC/L-PRC).ย Prepare Purchase/Contract Orders according to applicable policies and procedures, prepare purchase orders for contracting services.ย Implement internal control systems that ensure purchase orders/contracts are duly prepared, dispatched, and corrected on a timely basis when there are budget check errors or other problems. Implement a sourcing strategy and e-procurement tools to find the best value in the marketplace and align purchasing strategy to project and BU goals. Organize joint procurement processes for the UN agencies in line with the UN reform.ย Review and process contracts for the RO and COs in the region;ย Monitor and analyze contract performance;ย and Develop and update the rosters of suppliers, and support implementation of supplier selection and evaluation.ยFacilitate knowledge building and knowledge sharing:
Develop and support the development of training materials, webinars and other education materials;ย Organize trainings on Procurement;ย and Synthesize lessons learnt and best practices.ยThe incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
