Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Womenโ€™s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and the civil society, which supports women led and womenโ€™s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 1,000 civil society organizations and is present in 43 countries worldwide.ย 

UN Women hosts the Secretariat of WPHF. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting, and amplifies the work and impact of WPHF grantee partners around the world. The Secretariatโ€™s mandate is also to strengthen stakeholdersโ€™ knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides knowledge management services for the WPHF and manages Community of Practice (CoP) for WPHF partners and grantees.ย 

Under the direct supervision of theย Partnerships Specialist (P4), the Partnerships Analyst supports the Partnerships Specialist in coordinating ย the development and implementation of WPHFโ€™s partnerships and resource mobilization strategy. The Partnerships Analyst provides technical support to the development and management of WPHFโ€™s strategic partnerships and relationships, while also ย contributing to building resource mobilization capacity across the WPHF team.

Key Functions and Accountabilities:

1. ย  ย Support the development and management of UN Womenโ€™s strategic partnerships

Support and coordinate relationships with key partners; provide technical inputs to senior managementโ€™s efforts at the country level to develop new and innovative partnerships. Support WPHF team members in building and maintaining partnerships and positioning with potential donors. Support WPHF colleagues on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors. Support Funding Board activities and initiatives as needed.

2. ย  ย Support the development implementation of regional resource mobilization strategies and initiatives

Support the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities. Support the development of targeted products and initiatives to mobilize programmatic resources and attract additional donorsโ€™ funding. Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts. Provide technical support to the development of project proposals in line with the WPHFโ€™s strategy and the interest of donors. Support donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge.

3. ย  ย Provide support to building trust and maintaining effective relationships with donors

Provide support to senior management and WPHF team members in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials. Act as a direct entry point for donors as assigned, supporting the development of institutional relationships. Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence. Support in identifying opportunities to secure additional non-core resources. Provide technical support for the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

4. ย  ย Support in submitting high quality and timely reports to Donors

Maintain systems to promote compliance with the terms of grants and agreements, across the region. Provide technical support to programme managers for the preparation of high quality and timely donor reports. Coordinate with the Communications and Monitoring and Reporting team for the collection of information and preparation of results-based reports for external constituencies.ย 

5. ย  ย Participate in knowledge building and sharing and advocacy efforts

Contribute to the development of knowledge products and mechanisms to effectively position WPHF wherever possible. Support knowledge management and enhance organizational learning among UN Women regional and field offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines. Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

6. ย  ย The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Recruitment Qualifications:

Education and certification:

Masterโ€™s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 2 years of progressively responsible work experience in international affairs is required.ย  Previous experience working on partnerships at the international level is required. Experience with global multi-partner funds and programmess is required. Work experience with women, peace and security and humanitarian issues is desirable.ย  Experience in programmes or policy related to women, peace and security and humanitarian action is desirable.ย  Experience working with local womenโ€™s organizations is desirable.

Language Requirements:

Fluency in English is required Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
