I. Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing womenโs rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. It will provide strong and coherent leadership in support of Member Statesโ priorities and efforts, building effective partnerships with civil society and other relevant actors
In Liberia, UN Women contributes to the UN Sustainable Development Cooperation Framework (UNSDCF) (2026โ2030), which aligns with the Governmentโs ARREST Agenda for Inclusive Development and is organized around three outcomes: human capital development, governance, and inclusive economic growth and climate action. Sixteen UN agencies, including four non-resident agencies, support this collective effort. UN Women Liberiaโs new Strategic Note (SN) (2026โ2030) sets out its contribution to all three outcomes, focusing on strengthened gender-responsive laws and policies, accountable and inclusive institutions, and empowered women and girls across four impact areas: womenโs leadership and decision-making; womenโs economic empowerment; women and girls free from violence; and women, peace and security.
Building on its normative and coordination mandates, UN Women supports national institutions to apply global gender equality standards and translate these commitments into laws, policies, and institutional practices. It strengthens the UN systemโs performance on gender equality through UNCT-SWAP requirements, enhances gender analysis across joint planning processes, and ensures gender-responsive indicators, targets, and financial tracking are integrated throughout the UNSDCF. UN Women also works with national institutions and womenโs rights organisations to reinforce gender coordination mechanisms, promote coherent action on GEWE, and improve monitoring of national and international normative commitments. Through this role, UN Women helps ensure that gender equality priorities are fully reflected in national planning, policy development, and UN joint programming, and that womenโs rights organizations have stronger influence in decision-making spaces.
Reporting to the Head of Office, the Coordination and Partnership Specialist will provide technical supportย to strengthen partnerships, resource mobilization, and advance UN Womenโs coordination and normative mandates in Liberia. The Specialist will support joint UN processes, provide analysis and guidance on gender issues to the UN Country Team, facilitate coordination with government and civil society, and develop targeted products and donor engagement initiatives to expand resources for the Country Office. The role also contributes to knowledge generation and outreach that support delivery of the Strategic Note and the UNSDCF. II. Key Functions and Accountabilities

Provide technical support towards the development of strategic partnerships and resource mobilization effortsย ย Support the implementation of the Resource mobilization strategy in the framework of the Strategic Note. Support the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities. Provide support and advice to the Country representative in forging and implementing strategic partnerships to increase outreach on UN Womenโs work in country. Support in developing targeted products and initiatives to mobilize programmatic resources and attract additional donorsโ funding. For each resource mobilization process, update the process in Leads. Provide technical support towards the development of projects proposal in line with the UN Womenโs strategy and the interest of donorsย ย ย ย 2. Provide technical support to the Country Representative on Programme and Partnership Coordinationย
Identify entry points for harnessing UN Womenโs coordination mandate to drive programme and resources expansion to deliver impact at scale. Facilitate knowledge-sharing to build skills and capacity of staff to enhance coordination activities in programme implementation. Participate in and provide support to joint inter-agency UN planning processes and similar exercises. Provide analysis and advice to the Country Representative for Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT. Prepare inputs to Common Country Assessment (CCA)/ UNDAF and other documents. Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Womenโs programme experiences. Provide substantive support for UN joint programme development, joint advocacy and research in collaboration with the Country Representative. Facilitate the work of the Gender Thematic Group of the UNCT, the Gender Development Partners Group and the UN Women Civil Society Advisory Group.ย ย ย ย 3. ย Support alignment of national policies and strategies to internationally agreed norms and standards on GEWE.
Provide substantive technical contribution to the development, implementation monitoring and reporting on national GEWE policy and strategies. Provide technical support to government towards the development of periodic reports to inter-governmental processes including the Commission on the Status of Women (CSW) and the Commission on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Beijing process. Support integration of gender priorities in the policies and planning frameworks of government sector ministries in close collaboration with the Ministry of Gender.ย ย ย ย ย 4. Provide gender coordination support to national partners
Provide ongoing technical support to facilitate gender coordination activities between the Government and development partners and civil society. Provide technical support to government-led gender coordination mechanisms at national and sub-national levels. Provide technical support to the national gender machinery to facilitate inter-ministerial gender coordination activities. Support government to leverage its national gender coordination role to enhance resource mobilization and investments in national gender priorities.ย Provide substantive technical support to government-led gender coordination mechanisms at national and county levels.ย ย ย ย 5. Provide support to Country Representative to build trust and maintain effective relationships with donors
Provide technical support to the Country Representative and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials. Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence. Identify opportunities to secure additional non-core resources. Provide technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements, and the preparation of brief funding proposals and concept notes, where appropriate.ย ย ย ย 6. Contribute to the development of knowledge and learning products to enhance UN Womenโs thought leadership on advancing gender equality and womenโs empowerment.ย ย Share knowledge and enhance organizational learning among UN Women country office through the development and use of on-line tools, templates, tips, mechanisms and guidelines. Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).7.
