Location: Nikolaev, UkraineSOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams โ 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and more than 4 500 000 Ukrainians have taken refuge in neighboring countries. About 6 500 000 are internally displaced, mostly in the Western part of the country. In the East, impacts of the conflict are felt and humanitarian operations support people remaining on the frontlines.
SI strategy is to support the population in transit, the IDPs where they are settling and the population on the frontline directly affected by the ongoing conflict through a multisectoral approach including WaSH, Shelter, NFI, Food Security, and Multi-Sectoral Cash activities.
Mission: size, bases, budget, number of expatriates and national staff:
The coordination in Kyiv was the last base opened in the country around September-October 2022. Prior to that SI opened and developed activities in Lviv, Uman, Odesa, Mykholaiv, Dnipro, Donetsk, and Kharkiv. From November 2022 SI also opened activities in Kherson. The mission is also supervising and supporting projects in Moldova with a base in Chisinau working for Ukrainian refugees and host communities.
The budget projected was approximately 30 million for 2022-2023 (from the start to mid-2023). SI expects to support the Ukrainian population in both countries for an expected amount of 24M EUR.
The setup of the mission is the following:
- One coordination based in Kyiv
Key current donors include BHA, ECHO, UNICEF, UHF, and CDCS.
The mission is evolving and currently counts around 40 expatriates and 130 national employees.
About the job
General objectives:
Supply chain management, premises management, energy & fleet management, stock management, equipment management, support to security & safety management, logistic team management.
Specific stakes and challenges:
Fleet (Vehicles and Thermal equipment) management
Size the fleet based on activities and ensure its homogeneity. Defined the best option for car procurement (renting, purchase, etcโฆ) and identify suppliers. Oversee the planning and execution of maintenance and repair of the fleet Define the composition of batches of board (tools, communication means, first aid kit etcโฆ) and verify their presence in the vehicles Analyze the monthly consumption related to the fleet Establish a procurement strategy for fuel, and if relevant, spare parts and consumables Supervise the administrative documents related to thermal equipment (logbook, contracts, insurance ...)Premises Management
Participate to the identification of premises Design, negotiate premises renting contracts Ensure Premises offers the required security level and are equipped according to security plans.Management of IT and communications systems and telecommunications
Size the communication network based on the needs of the mission, and constraints related to the country regulation, and available means, as well as security requirements. Ensure the functioning and proper use of communications equipment and compliance with SI communication procedures and protocols. Size the computer park of the mission, and assess possibilities for local purchases Ensure the maintenance and proper use of computer equipment, establishment of a backup, data protection and update the antivirusPurchasing Management
Conduct analysis of national procurement, oversee the update of price and providers lists. Validate the procurement tables With members of the coordination, ensuring that the purchase planning is in line with the planning of activities, check consistency of purchase planning with the Supply manager. Ensure compliance of logistics budget lines and their consumption. Validate the tenders and contracts that require validation of coordination Validate the purchases of durable equipment according to SI standards and sizing of the missionInventory and stock Management
Analyze monthly inventory Ensure proper management of the mission warehouses, and compliance with storage procedures and use of SI formats Ensure that physical inventories are regularly conducted and reconciled with theoretical inventory Consolidate and ensure the value of donations for all programs Submit a reallocation of equipment and material remaining at the end of programManagement and supervision of human resources
Size the logistics team of the mission. Ensure logisticians briefing when they arrive and support throughout their mission in the fulfillment of their goals Provide logistics training Evaluate personnel under his direct supervision and participate in the EAP staff logistics of the mission
Your profile
Education:
Education background in logistics management, transport, warehousing, supply chain, purchasing is an asset.
Experience:
At least 2 years of experience in humanitarian projects management. Previous experience of logistics management is mandatory. Previous experience with SI and Knowledge of SI tools and processes is an asset. Previous experience in unstable environment (conflict / post conflict country) is an asset. Experience of base or offices openings is an asset
Technical skills and knowledge:
Knowledge of Solidaritรฉs International rules, tools and procedures is an asset Management skills Understanding, knowledges of local cultural / religious codes and habits and capacity to adapt to this environment MS office. Good analytical skills, ability to adapt Good communication and diplomatic skill Good organization skills. Capacity to work under pressure in a tense security environment.
Languages:
English is mandatory Speaking Russian or Ukrainian is a strong asset
SI will offer you
A salaried position:
According to experience, starting from 2310โฌ gross per month (2100โฌ base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Living conditions are comfortable in Nikolaev, with possible access to all essential goods and services. Again, the context remains volatile and will require frequent adaptation and changes.
