Role and responsibilities
The purpose of the UDOC Program Coordinator is to effectively implement the Urban Displacement & Out of Camp (UDOC) programme in northern Ukraine, including Chernihiv, Kyiv, and Sumy oblasts. The UDOC programme will be in a pilot phase during 2024 in northern Ukraine, and the position-holder will support in needs assessments, stakeholder engagement and relationship building, and roll-out of UDOC activities. UDOC activities are aimed at:
Communication and information sharing with displaced populations and host communities Engagement with and participation of conflict-affected communities alongside local authorities Support for the coordination of services, including local government, civil society, NGOs, and the private sector.ยThese mechanisms will be established through mobile outreach as part of a team of two staff.
The following is a brief description of the role.
Generic responsibilities
Ensure adherence to NRC policies, tools, handbooks, and guidelines Support in the roll-out of a needs assessment in target areas in north Ukraine, including border regions and other potentially insecure environments Contribute to UDOC strategy development, including location targeting and identification of beneficiaries Develop strong working relationships with local authorities, civil society, NGOs and other key stakeholders, including representing NRC in meetings as appropriate Maintain up-to-date service mapping and referral pathways for individuals identified in need of assistance Ensure that projects target beneficiaries most in need of support, and explore and assess new and better ways to assist Promote and share ideas for improvement and necessary changes in the activities Work with PM to ensure capacity building of all staff in line with work & development plansย Prepare and develop status reports as required by management, including timely reporting on programmatic and contextual issues Ensure proper data protection of sensitive information at field level, development and maintenance of databases, filing of documents in line with data protection protocols.Specific responsibilities
Supervision of UDOC Officer, including weekly operations and performance management as required. Quality management of community engagement processes and field reporting Representation of UDOC programme in internal and external forums, including meetings with local authorities, humanitarian actors, and communities Support the development of multisectoral coordination mechanisms at local level in line with UDOC strategy and national legal frameworks Lead on stakeholder meetings and community participation and/or consultation processes with IDPs, returnees, and host communitiesย Assist NRC Core Competencies in the identification of community groups, community engagement modalities and needs based on participatory assessments, for the implementation of the programmes in an integrated manner Support in the identification of information gaps amongst the population, assistance offered and stakeholders and propose action to address these Identify social cohesion issues amongst the different population groups and explore actions need it to improve the relationship of the population through community based solutions ยCompetenciesย
