Work LocationHome based Expected duration1 month Duties and ResponsibilitiesThe United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm conventions (BRS Secretariat) bring together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The project โ€˜Strengthening enforcement in Ghana under NORAD 2.5โ€™ aims to strengthen national actions for the implementation of Plastic Waste Amendments, enforcing the Basel Convention, and preventing and combatting the illegal traffic in plastic wastes in Ghana. Project activities include, among other things, the development of guidelines for inspection and monitoring, including tracking of plastic waste, training and capacity building in support of the implementation of the Plastic Waste Amendments, development of a risk management system to implement the Plastic Waste Amendments, and development of a national enforcement strategy. The post is home-based and will support training and capacity development activities under the Basel Convention. Under the supervision of the Programme Officer, the consultant will perform the following tasks (16 days): a. Provision of technical input into the programme of the training workshops; b. Preparation of the training materials and practical exercises for the training workshops in consultation with the Secretariat and the Ghana project team with a focus on customs procedures and documentation; c. Delivery of the two training workshops. Qualifications/special skillsAcademical qualifications: Masterโ€™s university degree in environmental science, policy, environmental studies, international relations, law or economics. A bachelorโ€™s degree with a minimum of 2 years of practical experience in customs enforcement affairs, environmental inspection, or environmental enforcement may be accepted in lieu of the advanced university degree. โ€ข At least 7 yearsโ€™ work experience with the enforcement of provisions controlling the transboundary movements of wastes is required. โ€ข Experience in delivering trainings on the enforcement of provisions controlling the transboundary movements of wastes is required; โ€ข Demonstrable knowledge of the Plastic Waste Amendments is required; โ€ข Experience in delivering trainings in developing countries is desirable; โ€ข At least 5 years of experience of conducting inspections of waste shipments is desired.
