Background and Rationale Since the Douala Consensus, adopted by the countries of Central Africa during the 34th session of the Intergovernmental Committee of Experts for Central Africa (ICSOE), held in Douala, Cameroon, in September 2017, economic diversification and the aspiration for a sustainable and inclusive industrialization have been central focuses of the work of the United Nations Economic Commission for Africa Subregional Office for Central Africa (ECA SRO-CA) and of the governments of Central Africa. While many of the subregion countries depend heavily on fossil fuel exports, tourism is often seen as an emerging sector with high potential for further growth, due to the fact that many of the regionโs countries are endowed with exotic locations, rich cultures, spectacular scenery, and an abounding environment. Still, the potential of tourism is rarely explored to its full extent. Developing this cross-cutting sector could strongly contribute to economic diversification and poverty reduction. Member states face several challenges that have hindered their ability to fully maximize opportunities emerging from tourism development, including the paucity of data for informed policymaking. During the second jointly meeting of the ICSOE, held with the Subregional Office for Eastern Africa (SRO-EA) in Bujumbura, Burundi, the potential of this sector and the experience of Eastern African countries have been highlighted as strengths to be leveraged to develop tourism in Central Africa. Consequently, the SRO-CA received a request from the Ministry of Planning and Finance of Sรฃo Tomรฉ and Prรญncipe for support to build the technical capacity aiming to enable the country to collect good quality tourism data and eventually establish their national Tourism Satellite Accounts (TSA), that will facilitate a clear understanding of both the direct and indirect impacts of the sector in the economy. This is in line with the Government of Sรฃo Tomรฉ and Prรญncipe identifying the tourism as a priority sector that could bring about economic transformation. However, the country faces several challenges, chief among them, the lack of good quality data to inform appropriate policy formulation. Hence, following the official request, ECA SRO-CA initiated a two-phase project, focused on building the capacity of national experts for the development of the TSA. A TSA Committee, comprising a diverse range of stakeholders, will be established and trained on the TSA process and methodology to ensure the sustainability of this initiative. The first phase of the project started with a workshop on \"Dialogue on the Potential of the Tourism Sector and the Importance of Quality Data in Sรฃo Tomรฉ and Prรญncipe\" that was held on July 2024, in Sรฃo Tomรฉ. This meeting brought together a diverse range of stakeholders, including public and private sectors, civil society, and academia, to highlight the importance of quality data for understanding the tourism sector's impact on the economy of Sรฃo Tomรฉ and Prรญncipe. During the workshop, UNECA presented a project aimed at enhancing local capacity in tourism statistics, with the ultimate goal of developing TSA. Following the meeting, a scoping mission took place, during which the UNECA delegation met with various national institutions to collect data and understand the status of tourism statistics in Sรฃo Tomรฉ and Prรญncipe. The first phase concluded with a national introductory workshop for the members of the Tourism Statistics Committee in November 2024, where two main manuals on tourism statistics and the TSA, as well as the required data for elaborating TSAs were presented. One of the key results is the design of the data collection instruments, i.e questionnaires. Phase 2 will build on these achievements through three capacity-building workshops, and the preparation of a TSA report and national manual, concluding with nationwide validation. It is in this context that the Sub-Regional Office of the United Nations Economic Commission for Central Africa (UNECA-SRO/CA) proposes to recruit a national consultant to provide technical support to international consultant for the implementation of this project. 2. Duties and Responsibilities Under the general guidance of the Sub-Regional Office of the United Nations Economic Commission for Central Africa (UNECA-AC), the direct supervision of the Reforms and Economic Diversification Section Chief and the coordination of the Statistician, the national consultant will support the international consultant by carry out the followingโs tasks: โข Assists with liaising with focal points on Tourism Statistics Committee and development partners providing input for the Tourism sector. โข Support the lead consultant in collecting tourism data and statistics from all stakeholders, and then assist in extracting, compiling and preparing available data and any new survey data (if applicable) for the construction of TSA. โข Assists the lead consultant to organize and deliver the three capacities buildings in STP in Portuguese (1. Demand side: Inbound, Outbound and Domestic Tourism; 2. Supply Side Analysis and Extensions (Employment/Gross Fixed Capital Formation/Tourism Collective Consumption and Non-monetary Tourism Indicators); 3. Conclusion and Report Writing of TSA), which may include preparatory work, liaising with focal points on Tourism Statistics Steering Committee, taking notes and drafting the meeting reports in close collaboration with the lead consultant, etc.; โข Support the lead consultant in drafting in Portuguese in drafting the preliminary TSA report and National TSA Manual. โข Assist with organizing the national validation workshop of TSA in STP, which may include preparatory work, liaising with focal points on Tourism Statistics Committee, National officials, International Partners taking notes and drafting report meeting in close collaboration with the lead consultant. โข Facilitate the three capacity-building workshops in the national language (interpretation). โข Team up with International Consultant to moderate the discussions during all capacity-building workshops. โข Performs other support work as requested by the lead consultant or project manager. Qualifications/special skillsBachelorโs degree in economics, statistics, or related discipline is required. A minimum of 5 years of progressively responsible experience at the national and/or international level in national accounts and the development of tourism statistics is required. Work experience with national accounts and/or tourism statistics in Sรฃo Tomรฉ and Principe is desirable. Excellent drafting and proven abilities to prepare reports in a clear, concise and, compelling manner is desirable LanguagesEnglish and French are the working language of the UN Secretariat.
