Result of ServiceThe goal of this job function is to support the design, coordination, and implementation of market systems development interventions in the tourism sector and contributing to the successful delivery of the Trade for Jobs Uganda initiative. Work LocationKampala, Uganda Expected durationOne year, with possibility of extension Duties and ResponsibilitiesBACKGROUND: Trade for Jobs Uganda is a five-year initiative (2025โ2030) co-led by the International Labour Organization (ILO) and the International Trade Centre (ITC), with funding from the Swedish International Development Cooperation Agency (Sida). Using a market systems approach, the project leverages trade as a driver for decent job creation and income generation for women and men living in poverty in Uganda, by strengthening two high-potential sectors: dairy and tourism. The project will build toward national objectives and priorities on developing the production, productivity and value addition of both sectors, as outlined in the National Development Plan (NDP) IV (2025/26-2029/30). It intends to do this for the project beneficiaries โ women and men living in poverty, through: โข Strengthening regional and global trade of dairy products and tourism services, with a focus on micro enterprises and SMEs. โข Supporting private sector development for micro, small, and medium enterprises (MSMEs), including through value addition, diversification, enhancing competitiveness, and improving the business environment. โข Engaging with Swedish companies to leverage their expertise, services, products and private investment potential. The project will adopt a market systems approach as it is an approach that focuses on delivering long-term sustainable impact at scale. The approach is analysis-focused, partner driven, and driven by evidence-based adaptation. RESPONISIBILITIES: Under the direct supervision of the ITC Trade for Jobs Uganda Project Manager and in close coordination with the Trade for Jobs Uganda Deputy Team Lead, the Advisor will perform the following duties:โข In collaboration with the project team and with support from ILO and ITC specialists, support the design of market systems development interventions in the tourism sector using insight from market systems assessments and through consultations with constituents, market actors, and development partners. โข Support the project team project team, coordinate the planning, implementation, and monitoring of market systems development interventions in partnership with the private and public sector. โข Engage regularly with relevant national and local stakeholders, including public and private sector actors, through liaison, consultation, and field visits. โข Collaborate closely with team members to ensure alignment, synergy and efficient workload management through all project interventions. โข Contribute to the development, analysis and guidance of intervention business models and scale-up strategies to support the mainstreaming of market systems development pilots and facilitate the crowding-in of other additional market actors. โข Support the monitoring and evaluation team in developing and regularly updating the Monitoring and Results Measurement (MRM) system, with particular emphasis on designing business models, results chains, measurement plans, and data collection tools. โข Work with the Knowledge and Communications Officer to develop learning and communications products by providing technical inputs, leading field visits, facilitating meetings, and sharing insights. โข Contribute to project reporting and presentations by providing updates on the progress, results, and challenges of project activities for project management, donors, and stakeholders. Identify areas for improvement and recommend changes in in line with the MSD approach. โข Contribute to the provision of technical guidance on tourism internally and externally. โข Participate in project-related missions, provide substantive and administrative support, including data collection and field coordination. โข Carry out basic research on programme-related aspects, operations, and other activities, collect and analyze statistical and qualitative data from various sources, and present findings to inform project activities. โข Support outreach and capacity building activities participate in the development of training workshops, seminars, and presentations on assigned topics. โข Contribute to survey initiatives, including the design of data collection tools, administering surveys, analyzing responses, and preparing initial findings. โข Facilitate the organisation of workshops, trainings and events; support the adaptation of existing ILO training materials to align with the local context and objectives of the project. โข Keep abreast of the latest approaches and developments in market systems development (MSD) and strengthen understanding of labour standards and decent work policies โข Contribute to the coordination and quality assurance of work delivered by international and local consultants engaged to support project implementation, or as assigned by the Team Leader. โข Perform any other duties as requested Copyright: The personnel has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Qualifications/special skillsEDUCATION: An advanced degree (Masters or equivalent) in tourism, business administration, business, economics, international development, or any other relevant field. A first level degree in the specified fields of studies with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. EXPERIENCE: A minimum of two years of experience in project/programme management, or related area is required. Experience in tourism sector is required. Experience working with private and public sectors is desirable. Experience in market systems development and/or, private sector development programmes desirable. Experience working on trade-related initiatives, especially on export promotion, will be an advantage.
