FHI 360 Vietnam is seeking a qualified and motivated Vietnamese candidate to serve in the role of Technical Specialist, Supply Chain based in our office in Hanoi.
Main responsibilities:
The Supply Chain Specialist will provide subject matter expertise to support the GOV to develop and implement policies/mechanisms that address key procurement challenges for HIV and TB commodities. Specific responsibilities may include but are not limited to the following:
Contribute to the implementation of activities aimed at strengthening the government of Vietnamโs capacity in supply chain management and procurement. These activities may include supporting the Ministry of Health to enable market openness for HIV and TB commodities; supporting the government to develop and implement policies/mechanisms that address key procurement challenges; develop and implement an annual HIV/AIDS and TB commodities procurement and supply plans, and a long-term HIV/AIDS and TB commodities supply chain strategy.
Manage the implementation of activities aimed at strengthening the supply chain management capabilities in ARV and TB medicines procured using SHI fund at all levels following the updated procurement related policies and procedures.
Ensure supply chain management activities are conducted in coordination with ongoing project and government of Vietnam activities
Support the development of in-country capacity for procurement and supply chain management
Contribute to the documentation and reporting of technical strategies, activities and results
Implement activities in a way that is harmonized with project objectives to ensure complementary and efficient implementation
Contribute to the timely production of quality deliverables, such as quarterly and annual reports, work plans, budgets, technical reports, and publications
Collaborate with project staff and partners in the implementation of cross-cutting activities
Coordinate with international and local subcontractors, working with regional and technical staff to ensure that all activities and outputs are technically sound and appropriate
Experience and abilities for the position:
Masters Degree (minimum) in Public Health, Business Administration, Finance, or other relevant fields
5-7 years of relevant professional experience
Experience with health financing system development and strengthening, including central level coordination and systems integration
Proven experience working with the Government of Vietnam and Ministry of Health strongly desired
Knowledge of Social Health Insurance (SHI) issues and key stakeholders in Vietnam, including experience with MOH and VSS highly desirable
Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different Ministry of Health units, Vietnam Social Security other ministries and government agencies, donors and NGOs
Proven professional knowledge of MS Office applications and appropriate organizational skills
Fluent in Vietnamese with excellent oral and written communication skills in English
Ability to travel as necessary.
