The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is one year, with possibility of extension.

Introduction

The temporary position is located in the Inclusive Labour Markets, Labour Relations and Working Conditions Branch (INWORK) within the Conditions of Work and Equality Department (WORKQUALITY).
INWORK aims to improve the working conditions and the protection of workers through effective policies, while contributing to achieving an inclusive labour market which provides access to quality employment for all, including sound labour relations. The Branch undertakes multi-dimensional analysis of workersโ€™ protection, vulnerability at work and labour market institutions, including the impacts on labour markets and economic performance and on equality. It develops and, upon request, offers integrated policy advice which is responsive to national needs, priorities, and resources.
In addition to labour relations and collective bargaining, the Branch is in charge of wages and income, working time and work organization, contractual arrangements, employment protection (economic dimension), digital labour platforms and data privacy. INWORK also leads two transversal policy areas in the Office: formalization of the informal economy and decent work for domestic workers.
The main role of the position is to contribute to the Branchโ€™s research, analytical and policy work concerning the design of sound and inclusive labour market institutions. The incumbent will develop a better understanding of the interplay between institutions, working conditions, labour market performance, contractual arrangements and job quality. The incumbent will provide policy advice to ILO constituents on how to ensure that regulations and institutions contribute to more equitable outcomes in the labour markets and provide protection against vulnerability, and what specific policy tools can be developed to monitor and improve the functioning of institutions.
The incumbent works under the direct supervision of the Senior Labour Market Institutions Specialist who leads the Labour Market Institutions and Performance group in INWORK under the overall responsibility of the Chief of INWORK.

Description of Duties

1. Undertake research and analytical work, including on platform work, for the design of effective, efficient, sound and inclusive labour market institutions.
2. Design and implement policy-oriented analysis and recommendations aiming at improving labour market performance and job quality, reducing vulnerabilities associated with new work arrangements, such as in the platform economy, and employment contracts that differ from open-ended full-time contracts.
3. Provide expert policy and technical advice in the area of decent work in the platform economy, in other new work arrangements and for workers whose employment contracts differ from open-ended full-time contracts, to ILO constituents and other concerned stakeholders. Promote relevant international labour standards.
4. Provide technical inputs to, oversee the drafting of/draft, peer review and edit reports, publications and other office documents, notably those produced in the context of the standard setting on decent work in the platform economy.
5. Monitor and assess trends, reforms, and policy developments in respect of a range of labour market institutions, especially those governing work contracts and labour market security, at global, regional, and national levels.
6. Write and review publications, disseminate the major research findings in the ILO working paper series, globally recognized peer-reviewed journals, books and edited volumes, policy briefs and newsletters.

7. Conceptualize, formulate, discuss and submit development cooperation project proposals on labour protection and labour markets institutions. Provide technical backstopping for development cooperation projects and promote and facilitate coherence and knowledge sharing among projects.
8. Contribute, in collaboration with other members of the Branch and the Department, to the development of integrated approaches and activities aimed at assessing the impact of labour market institutions on equality and labour market performance, addressing vulnerability at work and strengthening workers' protection.
9. Organize, facilitate and make technical contributions at seminars, conferences and other events. Represent and engage the ILO as a key player in meetings, conferences with strategies, policies or programmes in the field of labour markets institutions, platform work and new work arrangements.
10. Contribute to raising awareness among ILO constituents, policy makers, and the general public on labour market security as well as on the economic and labour market effects of new work arrangements.
11. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced level university degree (Masterโ€™s or equivalent) in economics.
A first-level university degree (Bachelorโ€™s or equivalent) in economics with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least seven years of experience in the fields of economics of labour market, labour market institutions and/or labour protection, including at the international level.

Languages

Excellent command of one working language (English, French, Spanish) of the Organization. A working knowledge of a second working language would be an advantage.

Competencies

In addition to the ILO core competencies, this position requires:

Excellent knowledge and understanding of theories, trends and approaches in the area(s) of quantitative and qualitative analyses in economics with the ability to plan, coordinate and guide the development and implementation of new concepts policies, techniques and procedures in response to evolving technical needs. Proven ability to utilize statistical methods, including analysing large data sets;
