FHI 360 Vietnam is seeking a qualified and motivated Vietnamese candidate to serve in the role of Technical Specialist, Health Financing based in our office in Hanoi.
Main responsibilities:
The Technical Specialist, Health Financing will provide subject matter expertise across the project in the technical areas related to SHI transition of TB and HIV services to support the Project and the GVN achieve its objectives. The Technical Specialist will take an active role in implementing the project activities to provide technical assistance to the MOH agencies and related stakeholders in order to:
Contribute to the implementation of cross-cutting activities aimed at strengthening the government of Vietnamโs capacity to sustainably manage a holistic HIV and TB program
Support the development of in-country capacity for HIV and TB program management using a variety of capacity strengthening techniques and approaches in collaboration with technical leads
Support the team in integration of TB/HIV treatment facilities into SHI in the project-supported provinces and other provinces/cities as needed during the merging of provinces to ensure the eligibility of SHI contracting and reimbursement.
Monitor and address issues and bottlenecks in SHI implementation and transition of HIV and TB services in FHI360 supported provinces and other provinces/cities as needed.
Contribute to the documentation and reporting of technical strategies, activities, and results supporting activities in a way that is harmonized with the project objectives to ensure complementary and efficient implementation.
Contribute to the timely production of quality deliverables such as quarterly and annual reports, work plans, budgets, technical reports, and publications.
Coordinate with international and local subcontractors, working with technical staff to ensure that all activities and outputs are technically sound and appropriate
Experience and abilities for the position:
A master's degree in social science, public health, or equivalent with at least 5 โ 7 years of relevant work experience, experience in HIV, TB desired.
Knowledge of Social Health Insurance (SHI) issues and key stakeholders in Vietnam, including experience with MOH and VSS highly desirable.
Experience and skills in implementation and coordination of health programs, skills of activities monitor, and evaluation is an advantage.
Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different Ministry of Health units, other ministries and government agencies, donors, and NGOs.
Good oral and written communication skills in English and Vietnamese.
