Introduction
The position is located in ILO headquarters. The Technical Officer will work for the Multinational Enterprises and Responsible Business Conduct Unit (MULTI/RBC) of the ILOโs Sustainable Enterprises, Productivity and Just Transition Department. The Departmentโs overall mission is the promotion of sustainable enterprises to achieve the ILO goal of decent work. MULTI/RBC contributes to this mission through the promotion of the ILO Tripartite Declaration on Multinational Enterprises and Social Policy (MNE Declaration) and providing technical assistance to governments, enterprises and employers and workers organizations for the effective implementation of the instrument at the global, regional and country levels. MULTI/RBC functions as the lead unit on corporate social responsibility (CSR)/responsible business conduct (RBC), contributing to international policy coherence on the labour dimension of CSR/RBC and managing the ILO Helpdesk for Business on international labour standards. It is the lead unit for the ILOโs engagement with the OHCHR on the UN Guiding Principles on Business and human rights; the OECD on the OECD MNE Guidelines and their due diligence guidance and the UN Global Compact. It also focuses on enhancing the broader contribution of MNEs to inclusive growth and decent work in countries of operations. It is in the context of sustainable and responsible investment that MULTI/RBC collaborates with the World Association of Investment Promotion Agencies (WAIPA), UNCTAD, UNIDO, OECD, among others.
The main role of the Technical Officer is to support the MULTI workstream focused on supporting both government policy makers and investors to integrate SDG 8 in their investment strategies. The incumbent works under direct supervision of the Senior Specialist leading MULTIโs work on sustainable and responsible investment.Key Duties and Responsibilities
Support the technical work of the MULTI Unit on sustainable and responsible investment:
- Prepare - in close collaboration with WAIPA- case studies of IPAs efforts to attract and measure sustainable investment promotion/facilitation for decent work โ to be used in validation workshops and trainings of investment promotion agencies (IPAs) including in the context of development cooperation projects and ultimately for publication.
- Prepare ILOโs contribution to the World Investment Forum (October, Vietnam) and the World Investment Conference (dates and venue tbc).
- Develop a concept note to support in-depth technical assistance to IPAs on using the KPIs and data collection related to these to measure the attraction of sustainable FDI aligned with decent work priorities; map potential collaborating partners and donors; and, if time allows, develop a first draft of a project proposal for donor funding.
- Develop a concept note for specific support to LDCs on investment facilitation for SDGs, in close collaboration with UN OHRLLS, UNCTAD, UNIDO, WAIPA, ITC โ in follow-up to FFD4 Conference.
- Support the implementation of the country-level ILO-IFC pilot on maximizing IFC projects for decent work.
- Organize, assist and service related meetings, workshops and other related events. Compile and draft background and other preparatory materials and presentations. Attend/follow meetings on related technical issues and draft summary reports and related materials. Follow up on the implementation of delegated actions and initiatives.
- Perform other relevant duties as assigned.
Required qualifications
Education
Masterโs degree in finance, economics, business administration, corporate sustainability or related fields.
A first-level university degree (Bachelorโs or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience
At least five years of experience related to the labour dimension of responsible business conduct, preferably with a focus on investment.
Experience in designing ILO development cooperation projects would be an advantage.
Experience on FDI, investment attraction and facilitation, investment agreements, and related areas or experience in UNCTAD, WAIPA, UNIDO, and other relevant organization or research center would be an advantage.Languages
Excellent command of English.
