This is a temporary assignment with a duration of 6 months.

Introduction

The temporary position is located in the Labour Migration Branch (MIGRANT) of the Conditions of Work and Equality Department (WORKQUALITY). WORKQUALITY brings together ILO's technical expertise in the areas of economic and labour market analysis, working conditions, labour relations and collective bargaining, labour migration, disability inclusion, gender and ethnic/racial equality, HIV/AIDS in the workplace, and policy integration. MIGRANT has the primary responsibility within the Office for the formulation and implementation of the Organization's policies and decisions concerning migrant workers, as well as for the design, the implementation and the evaluation of regional and national labour migration policies and programmes.

MIGRANT undertakes analytical work on the economic, employment and social aspects of international labour migration with an emphasis on its implications for development, labour markets and workers protection; provides related technical advisory services to its constituents and other concerned stakeholders; carries out development cooperation activities; organizes policy forums and meetings on labour migration issues; and publishes and disseminates related information and good practices.

The incumbent will work principally on knowledge development and technical assistance on Fair Recruitment and labour migration policy development and implementation with a focus on the Africa region, while also providing support to the crisis-climate specialist as needed. She/he will collect good practice guidance and assist field and HQ technical staff in their development and dissemination of tools and processes, particularly related to migrant workersโ€™ rights and protection.

The incumbent will report to the relevant Labour Migration Specialist.

Description of Duties

  • Provide technical and operational support for the ILO Fair Recruitment Initiative, including implementation of the Phase II strategy and delivery of global outputs, support to resource mobilisation and collaboration with external partners.
  • Support the development and implementation of ILO Fair recruitment strategy in Africa including by providing technical assistance to ILO DC projects and oversight of DC technical specialists as appropriate. Particular support will be oversight of MIGRANT inputs to FAIR III, in close consultation with ILO labour migration field specialists and specialists in other ILO policy areas, and including to discuss and find solutions to problem areas, and propose collaborative implementation arrangements.
  • Support the design, implementation and monitoring of development cooperation projects and liaise with relevant donors, including the Swiss Development Cooperation. These projects respond to complex, inter-regional policy concerns, related to labour migration governance and fair recruitment, and will support ILOโ€™s agenda on โ€œPromoting Fair and Effective Labour Migration Policiesโ€. The incumbent will also support fundraising efforts through enhanced donor relations.
  • Plan, organize events for promoting international standards and policy guidance relating to the protection of migrant workers and ILO guiding principles and operational guidelines on Fair recruitment; organizing learning forums, high-level meetings, training and interactive discussions with international experts, and media training. This includes providing input to the preparation of technical background material and drafting of the report of the meetings/discussions, including interregional dialogue. Coordinate technical input to ILOโ€™s website on labour migration in various official languages.
  • Serve as an interlocutor with ILOโ€™s social partners, workers and employersโ€™ organisations, based on good practices in key areas of work, such as labour migration governance, fair recruitment, together with relevant specialists in MIGRANT.
  • Facilitate knowledge exchange with external experts working on migration, and promote ILO policies regarding international labour migration, including in collaboration with the crisis specialist on refugees and climate change as needed. This includes participation in and contributing to meetings of experts and conferences at international, regional and national level and representing MIGRANT as a technical officer on labour migration issues.
  • Contribute to the Branch team on labour migration, programme and budget as appropriate, and produce reports on labour migration as requested by direct supervisor or Chief of Branch, based on research and policy analysis, and provide technical support for the development of guidelines and publications on the good practice approaches taken, tools used and results achieved by the Organization.

    Required qualifications

    Education

    Advanced university degree in social sciences, economics, international relations or law, with demonstrated expertise in the migration field. A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

    Experience

    At least five years of experience working on international labour migration issues and/or other related areas. The incumbent should have demonstrated experience in designing technically sound projects that are successfully funded; have experience conducting quick and sound labour migration policy analysis under time pressure investigations on labour migration related issues; have designed products, campaigns, and/or approaches for outreach to governments, employers and workersโ€™ organizations that translate complex technical data or analysis into clear, understandable and user-friendly written or web products; have experience developing media outreach on labour migration and providing training to media.

    Languages

    Excellent command of English and demonstrated proficiency in French. Working knowledge of Spanish would be an advantage.

    Competencies

    The ability to: carry out assignments in accordance with instructions and guidelines, ability to use analytical tools and qualitative and quantitative techniques, ability to coordinate and conduct straightforward research work, ability to draft press releases, discussion papers, reports and good computer skills, participate effectively in technical missions and multi-disciplinary teams; research, writing and communication skills in English, , as well as capacity to provide first-line technical advice in the area of specialization; the ability to conceptualize and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field; capability to guide and coordinate the work of external collaborators, general service staff or young professionals; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation.
