    Introduction

    The position is located in the Social Security Development Branch of the International Social Security Association (ISSA). The ISSA is the world's leading international organization for social security institutions and related government departments. Founded in 1927 under the auspices of the International Labour Organization, the ISSA counts over 320 member organizations from over 150 countries. The Social Security Development Branch (SSD) is the area within ISSA responsible for developing the technical knowledge necessary to reach the ISSAโ€™s objectives of promoting excellence in the management of social security institutions.

    The incumbent reports directly to the Director of the SSD branch. Under the direction of the Director of the SSD branch, the incumbent is responsible for undertaking technical work for the ISSA social security databases and related analysis projects, and the timely delivery of defined project outputs. The ISSA social security databases include the country profiles across the world (SSPTW) and complementary private pension systems (CPP); international agreements and administrative data; good practices; social security monitors; and external resources, reports and references related to the ISSA Guidelines.

    The projects and activities of the incumbent involve the production of the country profiles and other ISSA databases; contribution to the management of the ISSA Good Practice Award competitions; the preparation of articles that synthesizes database information, good practices, reform measures and external developments relevant to social security; and contribution to regional and global reports with facts on and trends in key social security areas.

    The incumbent may be called upon to work in task-oriented teams to contribute to other ISSA activities within the area of competencies.

    Description of Duties

    1. Organize surveys of social security organizations to obtain input to the ISSA social security databases, ensuring accuracy, consistency, and timeliness of information collection. The databases include the country profiles database across the world (SSPTW) and complementary private pension systems (CPP); international agreements and administrative data; good practices; social security monitors; and external references, reports and bibliography related to the ISSA Guidelines.
    2. Undertake additional research on social protection schemes and write country profiles for input to SSPTW and the Scheme Description database. Coordinate the work of other analysts producing country profiles for SSPTW and the Scheme Description database. Edit the English version of the country profiles, and where language skills permit, other language versions (French, Spanish, German).
    3. Provide technical inputs and contribute to the publication of the country profiles and the production of regular analytical articles based on monitoring social security reforms, good practices, presentations in webinars and other events, among others. Provide technical inputs and contribute to regional and global reports with facts and trends on the triennial priority topics of the ISSA. Provide technical inputs (articles, reports) for responses to individual requests from ISSA member organizations for specific social security information/data
    4. Coordinate the maintenance and updating of SSPTW information in the database and its diffusion on the ISSA web portal, liaising with IT and Promotion specialists as required. Liaise with other international organizations working in the same area (e.g. ILO, OECD, WB, EU, IOPS, UNRISD, etc.) with a view to further developing and improving the ISSA knowledge base.
    5. As required, monitor and coordinate the work of interns or external collaborators for input to the country profiles, the ISSA social security databases, and other ISSA research and project activities derived from the ISSA triennial programme and budget which are related to country profiles or other ISSA databases.
    6. Contribute to identifying good practices while undertaking research and project activities derived from the ISSA triennial programme and budget in which this post participates for potential consideration for the good practices database.
    7. Participate in seminars and workshops as resource person.
    8. Represent the technical unit and/or the ISSA at international, regional and national fora, in particular during visits from ISSA member organizations and the annual ISSA Technical Commission Forum.
    9. Undertake other duties as required by the Secretary General and the Director of the Social Security Development Branch or his delegate.
    10. Contribute to the ISSA member engagement and recruitment strategies by building and maintaining dynamic communities of country correspondent within the ISSA and with the support of experts and related international organizations.
    11. Promote the inclusion of gender equality and non-discrimination in all aspects of the work

      Required qualifications

      Education

      Advanced level university degree (Masterโ€™s or equivalent) in a relevant technical field. A first-level university degree (Bachelorโ€™s or equivalent) in a relevant field with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

      Experience

      At least five yearsโ€™ experience in the field of comparative social protection/social security policy or related work. International experience would be an advantage.

      Languages

      Excellent knowledge of English and a very good working knowledge of a second official language of the ISSA (French, German, Spanish). Working knowledge of a third language would be an advantage.

      Competencies

      • Excellent knowledge of social security systems, its various branches, and relevant legislations. Very good knowledge of the broad range of technical areas covered by the ISSA in general and by the SSD in particular.
      • Excellent writing, communication and presentation skills.
      • Ability to prepare reports and publications of a high quality, technically sound with conclusions. Ability to synthesize reports and main outcomes of ISSA activities.
      • Ability to provide expert advice based on research that uses the knowledge base of the ISSA as well as relevant external studies and materials.
      • Demonstrated ability to analyse qualitative data; experience with quantitative data analysis would be desirable.
      • Demonstrated ability to manage projects effectively, monitor the implementation of work plans, and observe timelines and the efficient use of resources. Capacity to implement ISSA projects in a wide variety of context and perspectives.
      • Ability to guide and coordinate the work of external collaborators, general staff or junior technical officers
      • Ability to participate effectively in technical missions and project activities.
      • Problem solving skills and initiative.
      • Demonstrated ability to work in a team in a highly professional and respectful manner, within the ISSA Secretariat as well as with member institutions and external experts.
      • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
