The Technical Officer III, MNCH will provide technical support to staff and projects in the areas of project design, project implementation, business development and quality assurance. This role involves implementing and monitoring strategic and technical initiatives related to MNCH, and providing technical guidance around the issues, challenges, and strategies for achieving project targets related to improved access, quality, and coverage of maternal, newborn and child health services. The Technical Officer III will contribute to knowledge products through the creation and management of reports, and technical materials including presentation, work plans, technical and policy briefs and other knowledge products. Working closely with project and Headquarter (HQ) teams, this position supports projects by evaluating programmatic effectiveness, overseeing technical aspects of strategies and implementation plans, and providing technical assessment reports.
Accountabilities:
Provides project staff with overall technical guidance related to evidence-based MNCH programming for facility and community-level interventions and above-site support, based on local and global best practices and in line with the projectsโ expected outcomes.
Supports technical aspects of projects including staff and partner capacity building.
Reviews and develops, as appropriate, project strategies, protocols, manuals, training materials and reports related to MNCH.
Works closely with project teams to ensure project implementation remains technically sound and adheres to project strategy and standard operating procedures (SOPs)
Develops or contributes to technical briefs, reports, and other necessary materials to facilitate evaluations and assessments, and to document best practices, policies, and procedures related to MNCH programs.
Analyzes project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
Provides mentorship and team building at the task level.
Collaborates with research and evaluation teams to analyze and interpret data, articulate findings and recommendations.
May create technical portions of project plans for MNCH, within the given resources and financial constraints.
Contributes to technical work plans and budgets.
Develops strategies and tools for the design of technical approaches for business development efforts for MNCH.
Collects data for inclusion in proposals, which consist of assisting with proposal research and developing proposal strategies.
Prepares reports and papers summarizing project results and analyzing data sets and
technical assessment findings.
Monitors project deliverables and reports to supervisors.
Builds productive working relationships internally and externally.
Performs other assigned tasks.
Applied Knowledge & Skills:
Comprehensive knowledge of global MNCH best practices and effective implementation approaches.
Experience with successful capacity strengthening models that improve MNCH clinical care and quality.
A demonstrated track record providing support and collaborating with program leadership and technical teams.
Experience working with USG-funded health programs is highly preferred.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
Must be able to read, write, and speak fluent English.

Qualifications:
Masterโs Degree or its International Equivalent in Public Health, Health, Nutrition, Research or a Related Field.
6+ years of relevant experience providing technical support in MNCH to national or global technical teams.
Prior work experience in a non-governmental organization (NGO), government agency, or
private organization.
International or Domestic (US) Program Development or Program management experience preferred.
Typical Physical Demands:
Typical office environment. Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. Ability to sit or stand for extended periods of time.
Technology to be Used:
Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements: 10% - 25%
The expected US Based hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: USD 93,000 - USD 104,000 annually
