TITLE: Technical Advisor - Patient-Centered Education, Care and Counselling

We are currently seeking qualified candidates for the position of Technical Advisor โ Patient-centered education, care and counselling for a multi-year project titled SCALE aimed at improving the utilization of health services for underserved ethnic minority populations in western and southwestern China. The Technical Advisor will work under the direction of the Deputy Chief of Party (DCOP) -Technical. S/he will work closely with the Chinese Anti-TB Association, the International Union Against TB and Lung Disease (the Union) and other implementing partners to strengthen delivery of patient-centered, culturally competent care at healthcare facilities collaborating with the SCALE Project.
Responsibilities:
- Technical Leadership & Quality Assurance: Provide strategic oversight and on-site technical support on a monthly basis to ensure the delivery of patient-centered, culturally responsive TB and HIV education and counselling across all levels of (existing and new) healthcare facilities supported by SCALE.
- Program Innovation & Technical Documentation: strengthen the implementation of innovative approaches, such as the increased use of short-term drug-resistant TB (DR-TB) regimens and the optimized electronic Clinical Management Platform to maximize treatment success; lead the development and/or dissemination of related technical documentation.
- Building Front-Line Capabilities for Scale-Up: Lead efforts to scale up high-quality, culturally responsive TB and HIV care by providing expert guidance and assistance to Chinese Anti-TB Association, the International Union Against TB and Lung Disease (the Union) and any other implementing partners (IPs) as appropriate.
- Strategic Collaboration: Serve as a key technical advisor to the Chief of Party (COP), DCOP-Technical, and other senior staff to ensure all project activities associated with health care providers are aligned and effectively achieve project goals.
- Staff & Local Health Actor Development: Mentor and train project staff, local partners, and other local health actors on project objectives and technical standards to build front-line health worker capabilities and increase local self-reliance.
- Monitoring & Evaluation Support: Collaborate with the M&E/SI/CLA team to track, analyze, and report on the uptake of health care services and the integration of cultural competence standards.
Programmatic Administration:
- Manages day-to-day interaction with/supervision of CATA leadership and program staff based in Beijing
- Collaborates with the project management team to assist in ensuring project needs and requirements are met.
- Collects existing information (metrics, data, etc.) for use in reports, reaching out to subcontractors, grantees, and partners for external information.
- Facilitates communication by answering partner inquires.
- Coordinates assigned project activities.
- Assists in the management of the project calendar to ensure project deadlines are being achieved.
- Sets up and maintains electronic and physical project files.
- Reviews and contributes to work plans.
- Supports project/project teams administratively to provide high quality deliverables to clients.
- Fulfills other administrative and special project duties as assigned.
- Assists to draft and contributes to the development and management of contracts and grants as needed or required.
Minimum Requirements:
- Mastersโ degree in the relevant subject area(s), preferably in communication, public health, medicine, related health discipline.
- At least 8-10years of responsible experience in public health program, including at least 5 years in TB/MDR-TB and HIV prevention, care and treatment.
- Demonstrated experience in program design, technical leadership, and quality assurance for health projects.
- Experience working with or advising government health systems, international NGOs, or multilateral organizations (e.g. The Union, WHO, CDC, CATA) on TB/HIV policy implementation or scale-up.
- Experience in integrating cultural competence and/or patient-centered care into public health interventions is essential.
- Prior involvement in M&E, use of electronic health systems preferred (e.g. Clinical Management Platforms).
- Proven record of capacity building, training, and mentorship of local health professionals or implementing partners.
- Ability to navigate politically sensitive subjects and maintain constructive relationships with a diverse group of stakeholders.
- Demonstrated ability to think strategically and transmit their vision to partners and colleagues.
- Demonstrated knowledge of donor and Chinese government rules, regulations, policies and procedures regarding compliance and reporting on projects and programs.
- Superior written and oral communications skills in English.
- Ability to travel regularly for on-site technical support and training.
