Project Context and Scope
IOM mission in Tajikistan is carrying out efforts to support of the Government of Tajikistan in the framework of its Comprehensive Action Plan for Afghanistan and Neighboring Countries (CAP) and the Regional Refugee Response Plan for Afghanistan (RRP). Under the project โImproving migration governance and access to services for displaced Afghans in Pakistan and Central Asiaโ (the Project), IOM is committed to make efforts to enhance social cohesion and access to services for both Tajik and Afghan communities.ย
IOM is supporting migrants and host communities through community- and household-level social cohesion interventions, aiming to reinforcing access to services for all and increase peaceful coexistence between and within communities. IOM wants to support Afghan migrants and Tajik communities to improve livelihoods, with a focus on women and youth skills. IOM aims at doing so both through development opportunities and income generation activities to improve economic opportunities and quality of life for project beneficiaries and community members.ย

Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia Tasks to be performed under this contract
The Team Leader, within the context of the project \"Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia,\" plays a pivotal role in providing leadership and coordination for a diverse team consisting of MHPSS Counsellor, Community Mobilizer, Animator, and Social Worker. The following tasks and responsibilities align with the project's broader objectives of enhancing social cohesion, improving access to services, and boosting livelihoods for both Tajik and Afghan communities:
- Provide effective leadership, guidance, and supervision to the multidisciplinary team, ensuring that each member understands their roles and responsibilities.
- Coordinate team efforts to achieve project goals related to social cohesion, access to services, and livelihood enhancement.
- Collaborate with project managers and stakeholders to develop strategic plans and objectives for community-based interventions that align with the project's mission.
- Oversee the execution of strategies, ensuring their alignment with project standards and goals.
- Identify training needs for team members, including MHPSS Counsellor, Community Mobilizer, Animator, and Social Worker, and facilitate capacity-building activities to enhance their skills and knowledge.
- Support the professional development and mentorship of team members, with a focus on MHPSS techniques and community engagement.
- Lead by example in engaging with local communities, building trust, and establishing partnerships.
- Advocate for the rights and needs of vulnerable populations within the community, both with the community itself and relevant authorities.
- Oversee data collection efforts by team members, ensuring accurate and timely reporting on project activities, outcomes, and impact.
- Analyse data to inform decision-making and adapt strategies as necessary.
- Assist in identifying opportunities for resource mobilization to support project sustainability and expansion.
- Engage in fundraising efforts and contribute to proposal development when required.
- Address conflicts or challenges within the team or the community promptly and effectively.
- Develop crisis management plans and responses, ensuring the safety and well-being of team members and beneficiaries.
- Foster collaboration with government agencies, NGOs, and other stakeholders to leverage resources and expertise for the benefit of the project's objectives.
- Promote gender-sensitive and youth-inclusive approaches in all project activities, advocating for the empowerment of women and youth within the community.
- Cultivate a culture of continuous learning within the team, encouraging regular reflections and adapt project strategies based on lessons learned and feedback from beneficiaries and stakeholders. Performance indicators for the evaluation of results

- Successful integration of mental health and psychosocial support (MHPSS) principles into project activities and services.
- Increased access to MHPSS services for vulnerable populations within the community.
Advocacy and Partnerships:
- Effective advocacy efforts on behalf of vulnerable populations, leading to increased support and collaboration from local authorities, government agencies, NGOs, and other stakeholders.
- Established partnerships that contribute to resource mobilization for project sustainability.
Data Collection and Analysis:
- Timely and accurate data collection, analysis, and reporting on project activities, outcomes, and impact.
- Evidence-based decision-making and adaptation of project strategies based on data.
Gender and Youth Inclusion:
- Implementation of gender-sensitive and youth-inclusive approaches across project activities, resulting in improved empowerment and participation of women and youth in the community.
Conflict Resolution and Crisis Management:
- Effective resolution of conflicts and crises within the team and the community, ensuring the safety and well-being of team members and beneficiaries.
Quality Reporting and Communication:
- Regular and comprehensive progress reports, both internally and for donors, highlighting achievements, challenges, and recommendations.
- Clear and transparent communication of project progress to beneficiaries, stakeholders, and the wider community.
Adaptation and Learning Culture:
- A culture of continuous learning within the team, with regular reflections and adaptations of project strategies based on lessons learned and feedback from beneficiaries and stakeholders. Education
- Bachelor's or Master's degree in a relevant field such as social sciences, international development, public health, or a related discipline. Experience
- A minimum of 5-7 years of progressively responsible experience in project management, with a focus on community development, social cohesion, or related fields.
- Proven experience in leading and managing diverse teams, including MHPSS Counsellor, Community Mobilizer, Animator, and Social Worker.
- Experience in project planning, implementation, monitoring, and evaluation, preferably in the context of humanitarian or development programs.
- Demonstrated experience in engaging with diverse communities, fostering trust, and promoting social cohesion, particularly in multicultural or cross-border contexts.
- Experience in designing and delivering training sessions and workshops. Skills
- Strong understanding of community dynamics, conflict resolution, and peacebuilding.
- Familiarity with mental health and psychosocial support principles and practices, including experience in integrating MHPSS into community-based interventions.
- Proven ability to identify training needs and provide capacity-building support to team members.
- Strong advocacy skills to represent the project and advocate for the rights and needs of vulnerable populations with local authorities, government agencies, NGOs, and other stakeholders.
- Demonstrated ability to foster collaboration and partnerships for resource mobilization and project sustainability.
- Proficiency in data collection, analysis, and reporting, with experience using data for evidence-based decision-making.
- Excellent written and verbal communication skills for preparing reports and communicating project progress to donors and stakeholders.
- Commitment to promoting gender-sensitive and youth-inclusive approaches in all project activities, with a track record of empowering women and youth within the community.
- Ability to manage conflicts and crises effectively, with a focus on ensuring the safety and well-being of team members and beneficiaries.
- Proficiency in relevant languages spoken by the community or beneficiaries is an asset.
- Demonstrated adaptability to changing project priorities and challenging environments.
- Strong leadership qualities, including the ability to motivate and inspire a diverse team.

- Fluency in Tajik and Russian. Proficiency in relevant languages spoken by the community or beneficiaries is an asset. IOMโs official languages are English, French and Spanish.
