1.       Area of expertise :  Indonesia TB Program Review Team Leader

 

2.       Purpose of consultancy  

To lead the TB Program Review 2025 Activities, drawing lessons from experience to produce evidence-based finding and develop a comprehensive report with high-level recommendation which allow Indonesia government to make strategic decisions towards Ending TB in Indonesia

 

3.       Background  

Indonesia has committed to eliminate TB incidence up to 65 per 100,000 population in 2030 and it is in line with the Sustainable Development Goals (SDGs) target. The goals of TB elimination are also reflected as TB indicators in the 2020-2024 National Medium-Term Development Plan (RPJMN), Ministry Strategic Plans, as well as Minimum Service Standards Indicators. In 2021, the published presidential decree 67/2021 on TB control program also emphasize the goals as well as regulating the role of multisector stakeholders to support the TB program. Additionally, TB has been included as part of Indonesia’s Quick Win Program, which prioritizes critical health interventions for immediate impact.

 

To evaluate progress made from TB National Strategic plan 2019-2024 and its interim plan to 2026 and ensuring that Indonesia is on the right track for ending TB in 2030, Ministry of Health of Indonesia has requested WHO to coordinate the TB Program Review and the development of TB National Strategic Plan 2026-2030. The finding and recommendation of the review will be the basis of developing Indonesia National Strategic Plan.

 

4.       Deliverables

 

·      Deliverable 1 : Checklist and review instruments including SOP for stakeholder focus group discussion expected by end of  first week of the consultation, before the in country mission (12 July 2025)

·      Deliverable 2 : TB Program Review presentation slide decks for the debriefing with recommendation expected by the end of in country mission (23 July 2025)

·      Deliverable 3 : Final report of the TB Program Review expected by 30 July 2025

 

Methods/scope of work

·         Desk Review of program policies, guidelines, strategies, standard operating procedures, performance data and reports of review meetings, supervision visits etc.

·         Lead the process of stakeholder consultation through virtual focus group discussion with the relevant stakeholder identified by the National TB program

·         Conduct field visits to selected variety of health facilities of public, private and other sectors and community and collect data on all relevant components of National TB programme using structured data collection checklists

·         Interview key stakeholders, implementers at all levels, community leaders, community volunteers, presumptive TB/DR-TB and TB/DR-TB patients

·         Undertake triangulation through the review of relevant records and reports.

·         Compile key findings from the desk review, focus group discussions, and field visits conducted by all review team members, and formulate corresponding recommendations

 

5.       Qualifications, experience, skills and languages

 

Educational Qualifications:  

Essential: University degree in medicine with postgraduate degree in Public Health/or Epidemiology

 

Experience  

Essential: More than 15 years of working experience in public health and Tuberculosis, with vast experience of leading large international and national teams TB program Review

 

Desirable:

·         Having sound knowledge about global and regional WHO policies, strategy and guidelines

·         Having experience working in Indonesia and have good knowledge on Indonesia Health System context

 

Skills/Knowledge

Essential: Having advanced technical expertise on Tuberculosis care and prevention and excellent interpersonal skiils to work and advocate the senior level management of the Ministry of Health, other Ministries, development partners and other key stakeholder

Desirable: Demonstrated capacity to lead teams with different cultural and technical background

 

Languages and level required (Basic/Intermediate/Expert):

Excellent knowledge of spoken and written English

 

6.       Location

The assignment was divided into 3 parts:

·         Before the in-country mission – 7 days of virtual workshop and discussion, consultant can work from his/her hometown

·         In-country mission – 12 days, the consultant should be present in Indonesia (13-24 July 2025)

·         After the in-country mission – 6 days, the consultant needs to finalize the report and can work from his/her hometown

 

7.       Travel

The consultant is expected to travel to Indonesia and to some districts

 

8.       Remuneration and budget (travel costs are excluded):

a.       Remuneration:  Payband level D,  USD 650 (daily)

b.       Duration : 25 days in July 2025
