Work LocationAleppo, Syria Expected duration2 months, Part-time Duties and ResponsibilitiesThe United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. Since 2014, UN-Habitat has been working closely with the Syrian local governments and communities to address the implications of the crisis. Support to the cadastral offices and municipalities in cities at the local level to provide suitable HLP services, and to secure property rights to the affected individuals and communities has become a key UN-Habitat objective. Since 2017, UN-Habitat Syria Programme has been supporting the efforts to rehabilitate the damaged cadastral offices and create digital archives of the cadastral contracts in affected cities where the land sheets were lost or destroyed. In this respect, a networked multiuser archiving and document management system developed by UN-Habitat in 2020, has been installed in Aleppo Cadastral Archiving System and is currently used to secure the cadastral documentation in Aleppo city based on the Social Tenure Domain Model (STDM), a concept and system used by UN-Habitat globally to register lands and property in countries where no functional land registration system exists. The existing system’s specifications and operational conditions  The archiving system is a multiuser user system working on MySQL RDBMS system with a web interface developed using PHP.  The system is installed on a Fujitsu PRIMERGY RX2540 M2 Server machine, one Xeon processor 3.0 GHz, memory 16 GB.  Networking: Local Area Network (LAN)  Number of Users: 20 with potential expansion to up to 40. Duties and Responsibilities: Under this assignment, the IC will perform the following tasks:  Analyse the performance of the archiving system in Aleppo city in the current operational conditions. This will include the hardware, software, local network, and the scanned documents, etc. The developer will identify the potential gaps and bottlenecks affecting its overall performance and propose solutions to improve the system’s performance. Output 1: A narrative report summarizing the analysis conducted by the IC, the actions done to improve the system’s performance and recommendations for further improvements. The report language: English.  Analyse the users’ requests for new functions or improvements of the existing functions that they consider necessary to streamline their work and improve their productivity and develop the necessary system patches and updates. Output 2: a) A narrative report summarizing the analysis conducted by the IC of the users’ requests and the actions done in response to these requests. The report language: English. b) A set of software patches and updates installed on the existing systems. Qualifications/special skills• High school degree with specialized training in computer engineering, computer science, information systems, database development, or other related fields is required. • A minimum 10 years of demonstrated experience in designing, developing and implementing multiuser database/geodatabase and GIS systems is required. • Proven experience with MySQL database system, and web development languages and tools including PHP and JavaScript is required. • Previous work experience in developing land administration systems is desired LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency/proficiency in oral and written Arabic and functional knowledge in oral and written English is required. Knowledge of another UN language is an advantage.
