Work LocationRemote Expected duration4 months Duties and ResponsibilitiesThe UN Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Industry and Economy Division works with international governments and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. UNEP’s Economic and Trade Policy Unit, through its Finance and Economic Transformation (FET) Programme, is implementing the Sustainable Budgeting Approach (SBA) to support Ministries of Finance in aligning public budgets with national development, and environmental objectives. • In Cambodia, SBA is being implemented under the Partnership for Action on Green Economy (PAGE), supporting the Ministry of Economy and Finance (MEF) to align budgeting processes with the Pentagonal Strategy and Stage 3 and 4 of PFM reform. • This consultant will provide technical leadership to support SBA implementation in Cambodia only, focusing on the inception phase, delivery of implementation plans, and development of the SBA taxonomy and indicators. • The consultant will also provide five days of high-level advisory support to SBA pilot in PAGE Guatemala to ensure standardization and harmonization. Specific tasks and responsibilities The consultant’s responsibilities will include, but will not be limited to: • Conduct consultations and desk review to validate scope and technical design of SBA implementation in Cambodia. • Organize and deliver technical inception workshop, including stakeholder mapping and identification of data sources. • Draft SBA implementation plan with activities, roles, and timelines, and finalize in consultation with MEF. • Review Guatemala SBA pilot materials and provide written advisory support to ensure harmonization. • Draft Cambodia-specific SBA taxonomy and scoring system, in line with national PFM and development frameworks. • Coordinate closely with UNEP’s SBA global team to ensure alignment and transferability across pilots. Qualifications/special skillsMaster’s or higher degree in economics, public policy, environment policy, or related field • At least 7 years of experience working on public financial management, fiscal policy reform, or sustainable development planning. • Experience working with Ministries of Finance or national planning agencies in developing countries. • Knowledge of budget reform processes and integration of climate/nature priorities into public finance. • Proven facilitation and capacity-building experience in multi-stakeholder contexts. • Excellent writing and analytical skills. • Experience working with international coalitions, intergovernmental processes, or global climate finance mechanisms is required. • Demonstrated ability to synthesize information and draft high-quality reports, briefing materials, and coordination summaries. Experience in the Asia-Pacific region desirable. Languages• English and French are the working languages of the United Nations Secretariat.
