Survey Firm to Conduct Follow-up Survey on Community-based Targeting of Cash Transfers in Ethiopia
1.Objectives
The International Food Policy Research Institute (IFPRI) plans to conduct a follow-up survey, building on two previous rounds of surveys and a community-based cash transfer program. The follow-up survey will involve community-based targeting experiment involving the distribution of cash through community-based targeting process. This survey aims to cover about 170-180 enumeration areas (communities) and about 17-18 households from each community (EA). Thus, the follow-up survey will cover about 3000 households spread throughout Ethiopia, some of which were affected by the conflict in Northern Ethiopia. This household survey aims to collect comprehensive information related to various socioeconomic outcomes: including consumption, household asset ownership, nutritional and food security outcomes, agricultural production as well as behavioral and psychosocial outcomes. For this purpose, IFPRI seeks to hire a survey firm to conduct a follow-up face-to-face survey through a competitive bidding process. The selected survey firm would support IFPRI by administering the follow-up survey household as well as community-based targeting experiment and survey. The survey firm is also expected to manage the community-based targeting experiment. The follow-up survey builds on two previous surveys, which were conducted in October-November 2019 and November-December 2023.
2. Overall Approach
The follow-up survey would cover about 3000 households that are originally part of the previous surveys conducted in 2019 and 2023. These households are distributed across 9 regional states (Afar, Amhara, Oromia, Somali, Tigray, Sidama, Southwest Ethiopia, South Ethiopia, and Central Ethiopia) and the chartered city of Dire Dawa. The follow-up survey will include two survey instruments: household and community-level questionnaire. The household questionnaire is designed to take approximately 1.5 hours on average and will be addressed to the main decision maker of the household. The community-based survey and associated community-based targeting will take about 2-3 hours. The community-based targeting experiment will be conducted before the household survey. The follow-up survey is envisaged to take place in October-November 2025.
3. Specific Tasks
The selected firm will be expected to conduct the following tasks:
Responsible for obtaining local administrative approvals for conducting all fieldwork activities (including pre-test, pilot, and main survey).
Translate questions and protocols into Amharic. All translations will then be checked by IFPRI staff.
Recruit enumerators, supervisors and quality controllers and train them. The training will be scheduled in consultation with IFPRI and IFPRI researchers will attend and guide the training.
Responsible for transporting/lodging of enumerators and supervisors and coordinating and managing related logistical operations.
Prepare and deliver copies of all training materials used in preparing for the survey. Other documents developed to manage the fieldwork samples may include interviewer assignment sheets and fieldwork achievement sheets.
Implement the community-based targeting experiment.
Program the survey in a choice of CAPI system and pre-populate respondents. We prefer using SurveyCTO over other platforms.
Lead pre-testing and piloting the survey. The pilot will be conducted to provide a final check on the questionnairesโ design and CAPI programming, as well as length of the interview.
Deploy CAPI system and tables for collecting and data-entry and consistency checks.
Report any issues or questions that arise during the survey to the IFPRI contact person and documented in the fieldwork report.
Conduct call-backs and quality checks.
Submit the raw data (as originally entered into CAPI at the time of the interview), a cleaned and labeled dataset, and full documentation (including do files) of how the raw data was processed. This will ensure the cleanliness, completeness, and consistency of the data collection, coding, and entry, as well as to facilitate further tabulations and analysis.

6. SELECTION CRITERIA
Survey companies responding to this RFP are expected to be capable of conducting large household and community surveys using CAPI. Thus, both the technical proposal and the financial proposal will be considered as criteria for selecting the successful company. Applying companies are strongly advised to take both seriously when submitting their proposal. The survey firm selection will be based on IFPRI assessment of potential to deliver high quality data at a reasonable cost, as indicated by survey firm elaboration of their data quality procedures, experience, and references.
