    ABOUT THE NATIONAL PROGRAMME AND POLICY OFFICER POSITION AT WFP TANZANIA

    This position is based in Dar es Salaam and reports to the Social Protection and CBT Programme Policy Officer. Additionally, the position maintains a close collaboration with the Anticipatory Action and Climate Risk Management Coordinator for technical support in designing standard operating procedures for cash transfers in emergencies. This position also entails field missions in the country to provide on-the-ground support on capacity building initiatives with the national government related to cash transfers design and implementation, global assurance frameworks and best practices, as required and in consultation with the Country Office.

    BACKGROUND

    Tanzania has experienced sustained economic growth in recent years, achieving Lower Middle Income Country status in 2020. Despite a positive development trajectory, the increasing frequency of extreme weather events threatens to undermine progress in poverty reduction and exacerbate existing inequalities, including between men and women and people with disabilities. Tanzania ranks 151st globally in terms of readiness for climate change adaptation. National stakeholders recognize the potential of the national Productive Social Safety Nets (PSSN) programme to provide a viable delivery system for disaster risk management.

    The PSSN programme currently supports over five million people living in chronic poverty with social assistance transfers. In this context, WFP has launched a new initiative to provide technical assistance to the Government of Tanzania on design and implementation of adaptive social protection. Cash transfers play a critical role in the delivery mechanisms of crisis response, requiring adequate expertise to assess feasibility of cash as a transfer modality as well as its design features.

    PURPOSE OF THE ASSIGNMENT

    The job holder will provide technical expertise on designing and capacity building of cash in emergencies under WFP Tanzaniaโ€™s flagship programme: Enhancing National Capacity to Increase Resilience to Climate Shocks through Adaptive Social Protection, linked to the Changing Lives Transformation Fund (CLTF).

    The job holder is expected to operate with a high degree of initiative and independence, and extensive interpersonal skills to work in collaboration with government officials and partner organizations.
