Vacancy #: 6555 Unit: Pakistan Programme Coordination Unit Organisation: International Union for Conservation of Nature (IUCN) Location: Pakistan Country Office, Islamabad, Pakistan Reporting to: Project Manager, TBTTP Work percentage: 100% Grade: A3 Expected start date: 01 September 2023 Type of contract: Fixed-term (12 months with possibility of renewal) Closing date: 16 August 2023 BACKGROUND The Karot Power Company Limited (KPCL), a subsidiary of China Three Gorges South Asia Investment Limited(CSAIL), has undertaken the construction of the 720 MW Karot Hydropower Project on the Jhelum River, passing through Azad Jammu and Kashmir (AJK) and Punjab. Consistent with the Biodiversity Management (Action) Plan Framework of CSAIL and the International Finance Corporation (IFC) Performance Standard 6, the preparation of a Biodiversity Management Plan (BMP) was recommended in the Environmental and Social Impact Assessment (ESIA) of the Project. The main objectives of the BMP are to further develop the biodiversity
mitigation presented in the ESIA, inclusive of determination of environmental flow, hydropeaking management, and to demonstrate โ€˜No Net Lossโ€™ of biodiversity in natural habitats where feasible, as required by the IFC Performance Standards. The Biodiversity Management Plan was formulated to address regional biodiversity
concerns and achieve โ€™No Net Lossโ€™ under the IFCโ€™s Performance Standard 6. It addresses the implementation of Protection Level 2 to conserve, protect and restore the biological resources of the Jhelum River Basin.
In this regard, KPCL has engaged the services of IUCN Pakistan as the โ€œImplementation Organizationโ€ (IO) for the BMP of Karot HPP. One of the key deliverables of the IO is the establishment of two BMP implementation
field offices; one in AJK and one in Punjab. JOB DESCRIPTION SPECIFIC FUNCTIONS AND DUTIES:
9.1 PROJECT IMPLEMENTATION:
๏‚ท Establishment and Management of BMP field office
๏‚ท Technically guide and manage the following field staff members: social mobilisers, sand mining inspectors,watchers, admin/account assistants, and vehicle drivers.
๏‚ท Ensure the implementation of objectives/activities identified in the project/staff work plan;
๏‚ท Report to Project Manager and coordinate with KPCL, Govt. Forest, Wildlife, Education, Mines & Mineral,Fisheries Departments and local administration;
๏‚ท Responsible for the collation of daily watch, ward, and sand-mining reports into the monthly reports
๏‚ท Work with the Project Manager to compile the quarterly and annual project M&E and progress reports.
๏‚ท Any other tasks that are assigned by the line manager from time to time
9.2 TECHNICAL INPUT:
๏‚ท Provide overall technical support in all the project interventions.
๏‚ท Identify the additional technical support required within or outside the organization in coordination with Project Manager.
9.3 BUDGET MANAGEMENT AND REPORTING:
๏‚ท Conduct project expenses in line with the project budget and as per due approvals by the Project Manager
as per IUCN procedures for requisite approvals.
๏‚ท Record all project expenses and respective documentation and submit bi-monthly and monthly expense report to the Project Manager accordingly.
๏‚ท Submit monthly progress report of the project activities implementation along with plan for next month.
๏‚ท Document the lessons learnt through the project and share with the Project Manager.
๏‚ท Collaborate with Project Manager to ensure the project implementation as per the project workplan in line
with the goals and objectives of the project.
9.4 NETWORKING AND REPRESENTATION:
๏‚ท Coordinate with government line departments, donors, partners and stakeholders of the project for the
implementation of project and day to day matters and meetings in coordination with Project Manager.
๏‚ท Maintain regular coordination with government in collaboration with Project Manager.
๏‚ท Maintain coordination with BMP management Committee and IUCN Pakistan National Committee members,
other organizations and stakeholders working in project area during project implementation.

9.5 OTHER FUNCTIONS:
๏‚ท Provide active input to the formal and non-formal fora of IUCN and respective provincial governments of
AJK/Punjab in coordination with Project Manager.
๏‚ท Coordinate and oversee the consultants and other human resource engaged for project implementation for
the timely completion of the assigned tasks and optimum effectiveness and productivity.
๏‚ท Support Project Manager in the oversight and quality control functions of the project implementation.
๏‚ท Responsible for the administrative and implementation related tasks of the BMP Field Office.
๏‚ท Carry out any other relevant tasks as required by and mutually agreed with the line manager. REQUIREMENTS โ€ข At least a bachelorโ€™s degree from a recognized university

โ€ข ๏‚ท Minimum two yearsโ€™ experience of work on similar projects with aforementioned deliverables of the project
๏‚ท Experience in office applications (MS Word, Excel and PowerPoint) and web-based management tools and
statistical packages like R, Python, KoBo etc.
๏‚ท Physically fit for traveling / trekking in rugged mountain areas.
๏‚ท Familiarity with social, cultural, and geographical context of project area will be an asset.
๏‚ท Aptitude for teamwork and field work;
