Organizational Context and Scope
Under the overall supervision of the Chief of Missionย and direct supervision of the Deputy Chief of Mission, and in close coordination with the Heads of Sub-Offices, Programme Managers, Programme Support Unit and Resources Management Unit, the Sub-Offices Coordinator will be responsible and accountable for overall coordination and management of the IOM Ukraine Sub Offices in Dnipro, Poltava, Kharkiv, Odesa and Lviv as well as for coordinating the implementation of the broad IOM programming in line with IOM policies, standards and commitments.
Oversee the operational and administrative activities and backstop the financial aspects related to the implementation of all relevant programming of IOMย Sub-Offices and direct supervision of the respective Heads of Sub-Offces.Coordinate the work of the Heads of Sub-Offices and field teams to ensure compliance and accountability to programme partners, programme staff, implementing partners and service providers to ensure timely delivery and high quality of assistance provided.Participate in all aspects of the project implementation, communication and information exchange with the Heads of Sub-Offices.Assess and identify key gaps and operational challenges, support the development of work plans in the field and propose interventions based on need assessments.Ensure coordination with the field across all programme activities and resolve matters pertaining to challenges in the field related to implementation.Represent IOM at all relevant local cluster meetings, related fora, and other events, participate in meetings with government authorities, international organizations, non-governmental organizations, voluntary agencies, as well as public media and private sector.ย Contribute to monitoring and evaluationย of all programme activities of the sub-offices in line with IOM standards and in accordance with the donor/grant agreements.ย Based on local coordination and monitoring efforts, provide feedback to the SMT and project managers.Provide feedback to the SMT on the progress on programme implementation, achievements, challenges, cluster/sector discussions, donor liaison issues, as well as on possible opportunities for geographical, operational and thematic expansion of IOM portfolio.Identify and link to related ongoing activities within other institutions in the field and encourage collaboration and synergies.Perform such other duties as may be assigned.Undertake regular duty travels to the field locations with the aim of project/programme assessment, liaison with counterparts, problem solving, and development of new initiatives, as required.ยRequired Qualifications and Experience
Education
Masterโs degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Disaster Risk Management, or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.Experience
Experience in managing humanitarian, complex and post conflict emergencies at an international level;ย Experience in liaison with the government authorities, donors, national/international institutions and multi-stakeholders;Experience in project development and reporting;Experience in programme implementation, monitoring and evaluation; and,ย Experience working in the Region.Skills
Sound knowledge of migration management principles, concepts and techniques;ย Expertise in post-conflict /emergency operations;Ability to lead and coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional background;Proven ability to manage a larger operation in the developing world;ย Ability to work well under pressure and in difficult conditions;Excellent communication and negotiation skills, project development skills and ability to draft clearly and concisely; and,ย A high degree of computer literacy.Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
