Context
IOM recognizes the importance of forging strategic partnerships with a broad range of external stakeholders to address the multi-faceted challenges and opportunities of migration. The Global Compact for Safe, Orderly and Regular Migration acknowledges the vital importance of a whole-of-society approach to ensuring principled migration governance, explicitly referencing the particular importance of migrants and diaspora communities in this regard. IOM, as coordinator of the United Nations Network on Migration, has worked within the UN system to help realise this goal.
Furthermore, the IOM Strategic Plan 2024-2028 sets an institutional priority of maintaining and building long-term partnerships, based on trust, so that IOM has the right networks and entry points in place to support multidimensional, whole-of- government and whole-of-society and solutions.
The Stakeholder Engagement Unit located in the Member State and Stakeholder Engagement Division coordinates IOMโs institutional engagement with civil society, inter-State consultation mechanisms on migration (ISCMs), including regional consultative processes (RCPs), as well as with relevant intergovernmental organizations outside the United Nations system. The Unit is also responsible for developing and maintaining relationships with key platforms and actors, including migrants, youth, parliaments, cities and local authorities.
Under the overall supervision of the Senior Director, Office of Partnerships, Advocacy and Communications (OPAC) and direct supervision of the Chief, Member State and Stakeholder Engagement Division, the Stakeholder Engagement Officer (Intergovernmental Affairs) will serve as the focal point for IOMโs collaboration with ISCMs, RCPs, and non-UN intergovernmental organizations. The Stakeholder Engagement Officer (Intergovernmental Affairs) will ensure a coherent and strategic approach to these partnerships by coordinating IOMโs participation in key forums, organizing important events (such as global Regional Consultative Processes ย (RCP) meetings), managing knowledge resources, and providing timely briefings and background support to senior management on matters related to intergovernmental migration dialogues.
Stakeholder Relationship Management: Serve as the primary liaison for IOMโs engagement with Inter-State Consultation Mechanisms (ISCMs) on migration, including Regional Consultative Processes (RCPs) and other state-led migration forums. Maintain regular communication with their secretariats and coordinating bodies, and represent IOMโs interests in discussions and consultations.Stakeholder Relationship Management: Liaise and maintain strong contacts with counterparts in non-UN intergovernmental organizations (IGOs), regional bodies and parliamentary associations/unions working on migration to strengthen institutional partnerships, identify opportunities for joint initiatives, and support collaborative efforts that advance shared objectives.Trend Analysis: Monitor developments, emerging trends, and policy decisions within ISCMs, non-UN IGOs, and other inter-State fora related to migration by providing timely analysis and strategic advice on their implications for IOMโs policy and programmatic direction.Coordination of IOM Participation: Coordinate IOMโs participation in meetings, conferences, and activities of ISCMs and RCPs, ensuring well-prepared and policy-aligned inputs by preparing the delivery of high-quality briefing notes, talking points, background papers, policy briefs and presentations.Events planning: Organize and support events involving ISCM partners, including those led or co-organized by IOM, including the planning the biennial Global RCP Meetings, developing agendas and concept notes, handling logistics, liaising with stakeholders, and preparing outcome documents.Consultations and Outreach: Undertake outreach and capacity-building activities such as training workshops, seminars, and presentations to promote IOMโs engagement with ISCMs and IGOs while supporting cross-fertilization between intergovernmental forums by facilitating cooperation and the exchange of best practices.Knowledge Management: Maintain comprehensive repositories and databases related to ISCMs, RCPs, and non-UN IGOs, including agreements, documentation, contact points, and meeting outcomes.Ensure regular updates to the IOM website and contribute to research, internal coordination, official communications, and reporting activities.Perform other duties as required.Education

Experience
A minimum of five years of progressively responsible experience in project or programme management, external relations, donor liaison or related area is required. Proven professional experience in intergovernmental affairs, international cooperation, or liaison roles involving governments or international organizations, including ย the coordination and support multilateral meetings or consultative processes, and engage with diplomatic or governmental representatives on policy matters; and,Demonstrated experience in organizing international conferences or meetings is required, including competence in agenda development, event logistics, and participant coordination. Experience with migration-related forums such as RCPs or global initiatives on migration is highly desirable.ย
Skills
Strong computerย literacy;Sound knowledge of global migration issues and governance frameworks. Familiarity with the landscape of ISCMs, RCPs, and non-UN regional organizations focused on migration is a strong asset. Previous work experience within IOM, the UN system, or similar international organizations (particularly in partnership development or intergovernmental liaison) is advantageous;Excellent drafting and communication skills, with experience preparing briefing documents, reports, and presentations for senior officials or decision-makers.
