Work LocationMaputo Expected duration15/01/26 - 31/03/26 Duties and ResponsibilitiesWithin delegated authority, the Consultant will support the work of OHCHR to strengthen civic space in Mozambique by conducting national-level stakeholder consultations and facilitating a multi-stakeholder workshop. These activities will capture diverse perspectives on national legislation affecting freedoms of association, peaceful assembly, opinion and expression, and promote informed dialogue on legal reform priorities. The Consultant will work in close coordination with a Consultant responsible for legal analysis, to ensure that consultation findings and workshop outcomes provide relevant contextual information and inform the development of practical recommendations for legal reform. These activities will contextualize the legal analysis and help shape actionable recommendations, without altering the standards-based legal assessment. In particular, the Consultant will be responsible for the following duties: - Map relevant stakeholders in relation to legal reform affecting civic space, including government representatives, parliamentarians, civil society organizations, media professionals, and international partners present in Mozambique. - Conduct consultations with relevant stakeholders to gather diverse perspectives on existing and draft legislation affecting freedoms of association, peaceful assembly, opinion and expression, and the protection of human rights defenders, journalists and civil society actors, as well as on challenges and opportunities for legal reform. - Document and synthesize consultation findings, identifying key issues raised, challenges and opportunities for reform, to provide contextual input to the analysis and inform recommendations. - Organize and facilitate a multi-stakeholder workshop to present the standards-based legal analysis and draft recommendations for legal reform, foster informed dialogue on reform priorities, and identify key recommendations and follow-up actions. - Coordinate closely with the Consultant responsible for legal analysis, ensuring that consultation findings and workshop outcomes are effectively integrated into the development of practical recommendations. Qualifications/special skillsAdvanced degree in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. - A minimum of five years of relevant work experience is required. - Experience in mapping relevant actors and conducting national-level consultations0 - Skills in organizing and facilitating workshops or multi-stakeholder dialogue. processes. - Knowledge of civic space issues and relevant stakeholders in Mozambique .
