Specialist, Health Finance - GL D - Defined Duration until December 2028 โ French speaking
Reporting to a Senior Manager, Health Finance, the Specialist, Health Finance plays a pivotal role in supporting the evolution and adaptation of the Global Fundโs health finance agenda and helps drive efforts to ensure the long-term financial sustainability of specific regional and national responses to fight HIV, TB, and malaria and strengthen systems for health (including community systems). As the global funding landscape evolves and countries progress toward universal health coverage (UHC), decreased reliance on external financing and greater integration of national HIV, TB, and Malaria responses into health systems, the Specialist, Health Finance provides high quality technical support and advisory to countries and Global Fund country teams on health finance, financial sustainability, the effective, efficient, and equitable use of existing resources, and effective transitions from external financing.
For a specific sub-set of identified countries, the Specialist, Health Finance serves as a health finance focal point and plays a key role in the implementation of Health Finance and Global Fund Secretariat priorities related to country level financial sustainability and transition planning, implementation of co-financing and efforts to strengthen DRM, the identification of and high-quality implementation of technical assistance, the development and operational implementation of alternative, new, and innovative financing modalities, and engagement with national and regional stakeholders to support shaping of sustainable health finance solutions and health finance related reforms at the country level. They provide end-to-end health financing, value for money, and financial sustainability support to Country Teams and countries for a sub-set of the Global Fund portfolio.
Key Responsibilities
In strong collaboration with relevant grant management Country Teams, technical teams across the Global Fund Secretariat, teams within F&A, and country stakeholders, the Specialist, Health Finance has the following responsibilities:
1. Country-Led Financial Sustainability and Transition
- Supports development of country specific financial sustainability and transition roadmaps and overall financial sustainability and transition planning in collaboration with Country Teams and national stakeholders, as relevant to the country and/or regional portfolio
2. Co-Financing and Domestic Resource Mobilization (DRM)
- Provides high-quality technical support and advice to regional and country teams, including on specific health finance, financial sustainability, transition and value for money technical areas relevant for the individual region (e.g. sustainability & transition planning, costing / efficiency analysis, RBF, social contracting, health financing / insurance schemes incl. risk pooling & user fees, resource tracking, fiscal decentralization, etc.). In doing so, the Specialist, Health Finance, collaborates closely with other teams in the Health Finance Department and with specific focal points from SIID technical teams to provide high quality and streamlined support for Global Fund country teams and countries
- Provides technical advice for the design of Global Fund grants and development, negotiation, tracking, and implementation of co-financing commitments in relevant countries, including supporting country dialogue, review of Funding Requests, grant-making, grant-approval processes and other aspects of Global Fund grants linked to health finance, financial sustainability, and value for money.
- Contributes to and support internal reviews of health finance aspects of country portfolios, including supporting TRP reviews, PPCs, pre-GACs, country audits, thematic audits, evaluations, etc.
- Supports the effective implementation of domestic financing advocacy priorities (as relevant) for the specific regional portfolio, to strengthen domestic financing of health and the three diseases in strong collaboration with the Advocacy team of the Health Finance Department
3. Technical Assistance and Capacity Strengthening
- Supports the effective implementation of relevant technical assistance, including strategic initiatives and partner-financed technical assistance for the specific regional portfolio, including review / development / oversight of TORs and deliverables for relevant technical assistance assignments, ensuring technical assistance is in line and supportive of specific regional or country level strategic approach
4. Catalytic, alternative, and new / innovative financing modalities
- Supports the effective identification, development, and implementation of new, alternative, and innovative financing mechanisms (including blended finance and Debt2Health) with global, regional or domestic partners (as relevant) for the specific portfolio, including providing technical support and advise to develop and implement these mechanisms to advance HIV, TB, and Malaria and RSSH priorities, financial sustainability, improved resource mobilization, stronger alignment with other development financiers, and effective transitions from external financing.
5. Coordination, Analytics, and Reporting:
- Compiles and analyses relevant strategic data and information for CTs and Senior Managers, Health Finance and other senior stakeholders, including, but not limited to, on macro-fiscal and health finance developments, domestic HTM/RSSH/health investments, value for money, and key financial sustainability and efficiency risks
- Serves as Health Finance focal point for a specific portfolio of priority countries, including maintaining strong coordination with other Health Finance stakeholders, linking regional / country teams to resources available within the Health Finance Department, and strengthening linkages with other teams working on comparable thematic areas (i.e., CRG, RSSH, TAP, Finance, etc.).
- Provides end to end health finance, value for money, and financial sustainability support for the sub-set of portfolios they cover, including engagement with countries and country teams and representing the Health Finance Department in country level discussions
- As one of the primary technical stakeholders within the Health Finance Department for a specific portfolio of countries, helps to define and implement regional and country programmatic priorities for technical support in close collaboration with Country Teams, other stakeholders in the Grant Management Division and other technical specialists
- Strengthens cross-departmental technical support by serving, when requested, as a focal point for technical area identified as a priority by the Health Finance Department (to be determined based on specific competencies)
- Supports the mitigation of Health Finance related risks for specific regional portfolio by working closely with in the Health Finance Department, Grant Management, and other stakeholders
- Contributes to, as needed, external engagements related to Health Finance, STC, or other related thematic areas (relevant to the specific regional portfolio). Where relevant, represents the Global Fund in these engagements
- Supports other regional priorities as jointly identified by the Senior Manager, Health Finance.

Qualifications
Essential:
- Advanced University Degree in economics, health economics, health policy and planning / financing, public health, development studies, or a relevant field
Desirable:
- Specialization in public health, health economics, economics, health financing, and / or other related fields
Experience
Essential:
- Strong experience in or related to health finance, expenditure tracking, public financing, sustainability and transition, development finance, health finance reforms or related technical fields
- Demonstrated experience supporting implementation of development financing in the global health and/or the development fields
- Demonstrated experience providing high-quality technical support to stakeholders supporting the implementation of development or development finance initiatives, preferably within the Global Health space
- Proven ability to work with high level diverse stakeholders, adapt leadership style & maintain strong coordination / collaboration with internal and external stakeholders in a complex, fast paced environment
- In country experience in the global health or development finance space
- Specific experience and expertise in relevant technical areas linked to the role, including (but not limited to): health economics; sustainability & transition; costing / efficiency analysis; Results Based Financing; health financing / insurance schemes incl. risk pooling & user fees; resource tracking; fiscal decentralization, etc.
- Excellent written and verbal communication skills
- Other comparable professional experience
Desirable:
- A minimum of 4-6 yearsโ of demonstrated experience in or related to health finance, expenditure tracking, public financing, development of health, financial sustainability, health finance reforms or other related fields.
- Experience with the management or support of implementation for Global Fund grants (or comparable development initiatives)
