About this position
We are looking for an experienced and highly motivated social contractual to join a group of social and environmental professionals that provide technical support, direction, and leadership in promoting the Bank's strategic social and environmental priorities and ensuring that IDB financed projects and other activities are socially and environmentally sustainable.
The contractual will support the implementation of the Bank's operations and will ensure they comply with the IDB's ESPF, social safeguards policies and internationally recognized best practices.
The Environmental and Social Solutions Unit (VPS/ESG) of the Inter-American Development Bank (IDB) is responsible for ensuring that IDB financed projects and other activities are environmentally and socially sustainable and comply with the Bankโs environmental and social policy framework (ESPF) and previous environmental and social policies. Specialists in VPS/ESG provide the Bank and its borrowers with guidance on environmental and social safeguard issues and participate in project teams, providing technical input on social and environmental issues during project preparation/due-diligence and supervision.
What youโll do:
The selected candidate will be under the supervision of a Group Head in one of ESGโs Support to Operations Groups; providing social support in the preparation and supervision of operations and other activities not limited to the following:
ยท Provide support to project teams in the preparation of public sector operations which would include among others:
o The preparation of initial Environmental and Social Review Summary (ESRS), and/or ESRS as applicable. This product involves interaction with project teams in the preparation of public sector projects that present potential environmental and social impacts or risks.
o Prepare terms of reference for and review drafts and final versions of Environmental and/or Social Assessments, Environmental and/or Social Management Plans, Environment and Social Management Systems, Resettlement Action Plans, and/or others, as required by Bank Policies.
o Participation in missions and preparation of aide memoires.
ยท Provide support to project teams in the supervision of public sector operations in several sectors throughout the region (although there will be a focus in the Caribbean countries) which would include among others:
o Carry out at least one supervision mission to each of the assigned projects and provide ongoing support for operation execution related to all social aspects according to Bank Policies.
o Participation in missions for the supervision of operations with a resulting supervision report and aide memoire.
o Provide written comments and recommendations to documents produced by internal and external clients.
o Review the terms of reference, draft and final versions of Environmental and Social Assessments, Management Plans, Resettlement Plans, among others, of executing agencies required in application of Bank Policies.
ยท Make the due diligence on environmental and social issues that are relevant to public sector projects, particularly those related to public consultation and stakeholder engagement, involuntary resettlement, grievance mechanisms, gender-based violence, community and occupational health and safety, vulnerable groups, among others.
ยท Participate in meetings with executing agencies and project team leaders to carry out supervision and/or preparation activities for projects. This entails providing guidance about application of Policiesโ requirements.
ยท Provide training on Bank Safeguards Policies or the new Environmental and Social Policy Framework (ESPF) to executing agencies specialists and to internal clients at the Bank.
ยท Participate in training on the ESPF, as necessary.
TORs for missions must be drafted and approved by the supervisor for every mission travel the contractual participates in and shall be delivered according to ESG administrative manual for processing.
What you'll need
ยท Education: Masterโs degree or equivalent in anthropology, sociology, international development, or a related field.
ยท Experience: 7 years of relevant professional experience in social due diligence and supervision, social analysis, work in development projects. Knowledge of the IDBโs ESPF and social policies and at least 5 years of experience in managing social impact assessments at a multi-lateral development bank is required. Excellent knowledge on social context in Latin America is highly desirable. Good analytical and writing skills are required.
ยท Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
Key skills:
o Technical knowledge โ knowledge of and experience in implementing the IDBโs various policies relating to environmental and social safeguards with a good understanding of human rights, worker and community health and safety, resettlement, and stakeholder engagement.
o Project Management โ experience leading the environmental and social due diligence and supervision of Bank financed projects.
o Communication, Collaboration and Teamwork โ excellent communication skills in English and Spanish with positive experiences collaborating with IDB clients, internal and external.
o Good writing skills, ability to work effectively and efficiently as a member of team.
o Demonstrated capacity to present in public and various audiences.
Requirements:
ยท Citizenship: You are a citizen of one of our 48-member countries.
ยท Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
