Result of Service1. Provide a timely, accurate and actionable STRA based upon the most up-to-date information and intelligence in respect of the general level of threat deriving from identified sources (threat actors/organisations) to Mechanism personnel, and victims and witnesses interacting or cooperating with the Mechanismโ€™s investigators. 2. Provide a procedure on the collection plan process and recording and storage of information and intelligence. 3. Provide recommendations on the maintenance of the STRA. Work LocationThe consultancy will be carried out remotely, with two visits to Geneva expected. Expected duration6 months with an expected start date of 20 May 2024 Duties and ResponsibilitiesThis position is within the Operational Support Section (OSS) of the International Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM), located in Geneva, Switzerland. The OSS is responsible for ensuring the safety and security of Mechanism personnel, as well as the safety and wellbeing of victims and witnesses cooperating with the Mechanismโ€™s investigators. Under the supervision of the Witness Protection Officer (WPO), in close coordination and consultation with the Security Coordination Officer (SCO), the consultant will prepare a comprehensive STRA, presenting timely, accurate and actionable information and intelligence. Specifically, the consultant will: 1. Develop a structured information and intelligence collection plan which: a. includes the information categories that are important to the STRA, the specific data items needed to do the analysis, possible sources of information and sources to be contacted with specific requests, and a schedule to indicate when information is needed by; and b. may refer to the collection of open-source materials, internal resources and information obtained from third parties. Other potential sources of information may include local authorities, diplomats, non-government organizations (NGOs), international organizations, community-based organisations and protection networks, United Nations Department of Security Services (UNDSS) Threat and Risk Assessment Unit from Field Missions and United Nations Headquarters in New York. 2. Prepare a guide or procedure on the collection plan process and recording and storage of information and intelligence. 3. In consultation with Mechanism investigators and analysts, the Security Unit and the Witness Protection Officer (WPO), identify and document sources of potential threats (i.e., individuals, State and Non-State Armed Groups related to potential or future suspects and targets. 4. Draft the STRA derived from the identified threat actors/organisations/individuals. 5. In consultation with the Security Unit, prepare an assessment of potential threats and risks to Mechanism personnel conducting missions and investigations. 6. In consultation with the WPO, prepare an assessment of potential threats and risks for victims and witnesses interacting with the Mechanismโ€™s investigators. 7. Provide recommendations on the maintenance of the STRA, taking into account existing capabilities and responsibilities within the IIIM, to ensure that the STRA remains an accurate and valid tool in the Mechanismโ€™s risk management model. \"The United Nations contracts Consultants and Individual Contractors regardless of gender identity, sexual orientation, race, religious, cultural and ethnic backgrounds or disabilities\" Qualifications/special skillsMaster/Advanced degree in law, criminal justice, human rights, political science, international relations, social sciences, intelligence, or a related field is required. A minimum of five (5) years of progressively responsible experience in intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required. Experience in research, information analysis and drafting of analytical products is required. Experience operating, and/or working in the Middle East region in investigations or intelligence analysis is desirable.
