Background:
The National Political Officer position is assigned to the Office of the Head of Mission with the OSCE Programme Office in Bishkek (POiB). The incumbent works under the direct supervision and guidance of the Head of Programme Office and has the primary purpose of supporting the work of the Office of Head of Mission. This involves activities directed to contribute to the effective realization of the mandateยญ regulated programmatic work of the POiB and supporting the work of the senior management, including tasks of monitoring, research, analysis and reporting.
Tasks and Responsibilities:
Under the overall supervision of the Head of Programme Office, the successful candidate will be tasked with the following duties:
Continuously acquires and maintains an accurate, detailed and up-to-date knowledge of the social, political, and economic developments in the country; verifies and update the existing information in terms of accuracy and completeness; proposes, advises, uses and verifies the application of proper methodological tools for information collection techniques and information storage methods; analyses trends and developments in the country and the region and advises the HoPO on relevant issues of interest, with potential to influence the POiB and its activities;Conducts research and prepares draft background documents, programmatic and ad-hoc reports, writes talking points, meeting notes, presentations, speeches and other final drafts, as directed by the HoPO; coordinates the production of technical and policy studies and provides input to a wide variety of documents;Maintains continuous co-ordination with POiB programmatic and other units for the purpose of effective reporting; maintains knowledge of the programmatic work of the POiB; keeps aware of the newest relevant developments in the area of monitoring, evaluation and reporting; at the guidance of the HoPO delivers training activities to the POiB programme specialists on monitoring and reporting principles, practices, methods and standards;Assists the HoPO in developing and maintaining contacts with the representatives of government, political parties, civil society organizations, media and international partners in the country;Attends internal and external meetings, at the request of the HoPO, and prepares informative and succinct notes on these meetings, including advice on the necessary follow-up activities;Performs any other duties as assigned.For more detailed information on the structure and work of the OSCE Programme Office in Bishkek, please see: https://www.osce.org/programme-office-in-bishkek.
Necessary Qualifications:
University degree in political science, international affairs, regional studies, peace and conflict studies, public policy, research methods or related areas is required;
Minimum four years of relevant professional experience in political research or analysis including working on information in political research or analysis including working on information monitoring, information management and drafting reports;
Minimum two years of experience working with governmental or international organizations in areas such as the security sector, good governance, elections, or economic and political development;
Advanced computer literacy with practical experience in MS Office (Excel, Word, PowerPoint), including data storage and visualization in Excel; advanced knowledge of web-based information search techniques and databases;
Professional fluency in English and Russian with excellent communication (both oral and written) skills; professional fluency in Kyrgyz is highly desirable;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Flexibility and ability to work within limited time frames and under pressure.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 1818.92 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
