ORGANIZATIONAL CONTEXT
This position is based in Port Sudan and reports to the National officer and overall supervision of the Head of the WFP Port Sudan office.
THE ROLE: To coordinate shipping activities, perform administrative actions, and provide technical support, contributing to successful and efficient WFP shipping operations. And activities to enable effective delivery of goods and services for all delivery modalities.KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
Under the direct supervision of the National officer and overall supervision of the Head of the WFP Port Sudan office, or the officer-in-charge in his absences, the logistics assistant should perform the following duties:
1 . Compile the preliminary shipment information received from WFP HQ, establish records for the expected arrivals, and disseminate to concerned staff for further follow-up on actual arrival.2. Assist in following up with WFP CO and HQ shipping unit and ensure receipt of a complete set of required shipping documents and relevant exemption letters, timely seeking supervisorโs intervention in case of potential delays.
3. Timely provide the clearing agent with the required shipping documents and exempt letters, draft relevant covering letters, and maintain proper filing of copies.
4. As needed maintain all shipping information generated in an updated weekly shipping bulletin, disseminate it as appropriate, and assist in preparation of performance evaluation of contracted clearing agents as well as clearing market surveys.
5. Coordinate clearance formalities of WFP, and export/import in liaison with clearing agents and concerned governmental departments, ensuring timely cargo release. 6. Establish contacts with shipping agents, clearing agents, and superintendents and supervise/ monitor the discharge of WFP bulk, break bulk and containers vessels, ensure adherence to WFP standards, and advise supervisors of the need for intervention in case of any unforeseen problems pertaining to discharge and/or clearing operations.
7. Coordinate with the clearing agent on timely and prompt cargo inspection by the concerned governmental department (Custom, SSMO, PPD, and Port Health quarantine) to ensure timely final cargo releases.
8. Supervise the de-stuffing operation of containerized shipments to ensure accurate dispatches of sound quality and correct quantity as per the approved LTI, as needed.
9. Supervise the discharge operation of WFP bulk/beak bulk shipments, ensure smooth discharge operation as per WFP standards, in collaboration with the WFP superintendent ascertain accurate bag weighting, sound cargo quality, and segregate improper weights and quality, and report accordingly.
10. Adhere to WFP standards in all logistics aspects while carrying out the assigned responsibility.
11. Perform any other related duties as required.
QUALIFICATIONS AND EXPERIENCE:Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.
Knowledge and Skills:
โข Experience in performance monitoring and analyzing supply chain data related to contracts and shipments, payments, pipeline information, insurance claims, and/or food stocks, including trend analyses.
โข Experience in budget monitoring and reporting.
โข Experience in compiling contract documentation.
โข Experience in supervising/reviewing the work of staff in lower grades.Language: Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.
