Background

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation providing assistance, protection, and durable solutions to displacement-affected populations worldwide, including in Libya. In Libya, NRC offers capacity-building support to stakeholders and duty bearers to strengthen service delivery in line with humanitarian principles and NRCโ€™s strategic objectives.

The purpose of this position is to support the implementation, monitoring, and reporting of Shelter and activities in Shahat and surrounding areas. The Officer will oversee construction and rehabilitation works, community mobilization, and ensure technical quality and compliance with NRC standards. Projects are implemented through direct modalities.

ย Generic Responsibilities

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines.

  • Implement delegated project activities according to the plan of action.

  • Prepare and submit accurate reports and documentation as required.

  • Ensure that projects target the most vulnerable beneficiaries and are based on assessed needs.

  • Promote and share ideas for technical and programmatic improvement.

  • Ensure proper filing and archiving of project documents

  • Integrate Safe and Inclusive Programming (SIP) principles in all Shelter activities.

  • Ensure safety, dignity, and inclusion in construction and rehabilitation works

  • Participate in SIP-related and protection mainstreaming capacity building

  • Specific responsibilities:

  • A. Implementation & Supervision.
  • Facilitate and supervise construction and rehabilitation of water and sanitation facilities, shelters, and community infrastructure. Monitor and ensure the quality of works conducted by contractors and skilled/unskilled laborers. Provide feedback on materials, progress, and workmanship to the line manager.

B. Community Engagement.

Facilitate community mobilization, awareness sessions, and behavior change interventions. Support and supervise the distribution of shelter or energy-related kits ensuring accountability and transparency. Engage beneficiaries in maintenance and sustainability of completed facilities.

C. Assessments & Technical Design

Participate in needs assessments, beneficiary identification, and technical design processes (including BoQs, drawings, and SoWs). Support technical inputs for Shelter, and energy access interventions.ย 

D. Capacity Building & Sustainability.

Conduct on-site training for masons, skilled and unskilled workers, and local populations on safe construction and maintenance practices. Promote sustainability through community-based management and technical support.

E. Monitoring & Reporting.

Collect and share weekly field data, including photos, distribution lists, success stories, and meeting minutes. Support project monitoring, ensuring accurate reporting on progress, challenges, and lessons learned. Ensure data accuracy and proper documentation for all activities in coordination with the M&E and IMO teams

F. Protection and Inclusion.

Ensure that all project activities uphold safety, dignity, and inclusion of beneficiaries. Support implementation of Safe and Inclusive Programming and Protection Mainstreaming across all activities. Facilitate accountability mechanisms and share community feedback with relevant teams

G. Coordination & Collaboration.

Maintain close coordination with the Shelter team, HLP staff, and Support functions. Share field observations and beneficiary feedback to improve project design and implementation.

ย 

Minimum 1 year of experience of working in a humanitarian/recovery context or equivalent.

Minimum 1 year of technical experience shelter construction fields.

Bachelorโ€™s degree or above in civil, structural engineering, water engineering, architecture or any relevant field.

Experience of working in complex and volatile contexts.

Technical Shelter and Emergency Response expertise.

Good understanding of common water, sanitation and hygiene promotion approaches.

Documented results related to the positionโ€™s responsibilities.

Good computer skills (MS Office, including Outlook for email). AutoCAD, structural analysis & design softwareโ€™s knowledge is required.

Fluency in Arabic, both written and verbal.

Good level of English, both written or verbal.ย
