Org. Setting and ReportingThe International Court of Justice is the principal judicial organ of the United Nations. It is composed of 15 judges, elected by the General Assembly and the Security Council. The Court has a twofold role: first, to settle, in accordance with international law, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations not serviced by the Secretariat. The Court has its own administration, the Registry, which provides judicial support to the Court and acts as a permanent administrative organ. The Registry is headed by a Registrar, elected by the Court. The position is located in the Registryโ€™s Security and General Assistance Division. The incumbent reports directly to the Lieutenant. The Registry of the International Court of Justice is seeking to fill temporary needs in its Security and General Assistance Division, including leave replacement and peak work requirements. ResponsibilitiesUnder the general direction of the Head of the Security and General Assistance Division and the direct supervision of the Lieutenant, the incumbent performs the following duties: - ensures the authorized entry of personnel and prevents unauthorized entry; - mans the security control room in the buildings used by the Court and provides a point of contact for all security matters; - takes any necessary steps to protect Members of the Court, the Registrar and staff members, as well as the Courtโ€™s property; - deals with all incoming mail, e mails and telephone calls to the Security Division; - carries out preliminary investigations into security incidents and prepares reports; - supervises the parking of vehicles in areas used by the Court; - provides unarmed, uniformed security protection for the Members of the Court, the Registrar, staff members and visiting dignitaries, and responds to security alerts or emergencies; - monitors, operates and responds to the electronic security systems, including CCTV surveillance and recording systems, the visitor management system, radio, intercoms, and fire and other alarms; - provides assistance during public hearings and other meetings, inside and outside the Great Hall of Justice; - conducts physical searches of the premises in response to threats or as a preventive security measure; - patrols the Courtโ€™s premises; - assists staff members in emergency situations and with the evacuation of buildings; - provides assistance during visits of dignitaries and high ranking officials; - provides first aid/medical assistance to injured or unwell persons at the Court; - works alone at most times, and needs to be proactive in taking decisions and informing his/her supervisors; - completes all necessary administrative records correctly and efficiently. United Nations security training is desirable. Work ExperienceA minimum of five years of relevant and progressively responsible experience in the security field is required. Relevant and progressively responsible experience in a police or military context, or in an international organization, is desirable. Experience in the United Nations Security Management System is desirable. LanguagesEnglish and French are the official and working languages of the International Court of Justice. An Advanced Language Competence of either English or French (equivalent to UN Level III) and a Basic Language Competence of the other language (equivalent to UN Level I) are required. Knowledge of Dutch is desirable. Knowledge of other United Nations official languages is desirable. AssessmentThe assessment of qualified candidates will be undertaken through a comparative analysis of the applications and may include an interview. Special NoticeThe Registry of the International Court of Justice is seeking to fill temporary needs in its Security and General Assistance Division, including leave replacement and peak work requirements. Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary appointment. If the selected candidate is a Registry staff member, the selection will be recorded as a temporary assignment. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions.
