ELEVATE Nutrition (Enhancing Local Efforts for Vital, Transformative, and Evidence-Based Nutrition), funded by the U.S. Agency for International Development (USAID), is a five-year cooperative agreement led by FHI 360 in collaboration with Action Against Hunger, Bixal, CNFA: Cultivating New Frontiers in Agriculture, GEMNet-Health, and Oxford Policy Management. The project aims to advance local implementation of high-quality nutrition programs and policies to improve the nutritional status of women and children, particularly in the first 1,000 days. ELEVATE Nutrition will drive efforts to sustain USAID technical leadership in nutrition, enhance locally driven nutrition programs and policies, and boost innovative efforts to share learning and transfer knowledge.
Job Summary:
The subject matter expert will provide technical leadership and strategic guidance to ELEVATE Nutrition for the design and implementation of capacity strengthening activities across multisectoral nutrition efforts. The senior technical advisor will serve as a member of ELEVATE Nutritionโs technical leadership team and will provide technical leadership for designing capacity strengthening activities that reach specific audiences. S/he will ensure the projectโs capacity strengthening work reaches quality standards in support of ELEVATE Nutritionโs goal to advance evidence-based, local efforts for improving nutrition outcomes. Working collaboratively with other technical experts, s/he will also play a critical role in supporting the design of needs assessments and measurement approaches for capacity strengthening activities. S/he will supervise other capacity strengthening technical staff on the project. S/he will collaborate with ELEVATE Nutrition staff and partners working in capacity strengthening activities to maintain a multi-sectoral focus across all project activities.
Accountabilities/Responsibilities:
Thought Leadership
Curate, develop, and adapt promising capacity strengthening strategies and evidence for contributing to global technical leadership and enhanced local multisectoral nutrition programming.
Lead development of capacity strengthening research topics within project learning/research agenda and support implementation of capacity strengthening research based on local priorities and needs.
Identify and document successful local capacity strengthening advancements to contribute to global technical leadership; draft publications and external technical products and communications.
Represent ELEVATE Nutrition on dissemination efforts (webinars, panels, etc.), in working groups, and within other opportunities related to the subject matter
Contribute to development of scopes of work for USAID country and/or regional capacity strengthening needs
Program Quality and Technical Assistance
Provide leadership and oversight in strengthening capacity for a range of actors and organizations contributing to multi-sectoral nutrition efforts.
Lead the design of capacity strengthening activities, develop appropriate program guidance, and provide technical assistance.
Provide technical support to USAID and priority countries through capacity development efforts including training, webinars, briefs and other capacity development activities in nutrition.
Actively contribute to the projectโs technical direction and program design by developing capacity strengthening strategies, activities, and partnerships to increase program coverage, visibility, and resource availability.
Collaborate with other staff to design and develop improved training curricula for a range of users including USAID, governments, implementing partners and community organizations.
Create up-to-date, evidence-based technical documents related to capacity strengthening that are useful to USAID priority countries.
Contribute to development of work plans and budgets, ensuring alignment with project goal and intended results.
Collaborate with technical leadership team to identify and implement knowledge exchange methods that strengthen locally-led learning for evidence-based capacity strengthening.
Support local nutrition leaders to participate in global nutrition events related to capacity strengthening by assisting with preparation, e.g., abstract, poster, and presentation development.
Provide supervision and mentoring to capacity strengthening technical staff and/or consultants to ensure their work meets technical quality standards and to contribute to their professional development.
Contribute to project donor reports as related to the subject matter.
Participate in project technical leadership meetings and provide input on progress, challenges, and proposed adaptations to strengthen implementation as related to capacity strengthening.
Applied Knowledge & Skills:
Track record of having successfully led capacity strengthening strategic planning and programming with bilateral and multilateral donors, implementing partners, and local organizations; experience working in USAID-funded programs essential.
Track record of successful leadership of capacity strengthening strategies and programming in multisectoral nutrition programs/projects.
Technical expertise in a range of effective capacity strengthening methods, including pre-service training, curriculum development, mentoring program design and organizational capacity development.
Solid understanding of quantitative and qualitative approaches to measuring the outcomes of capacity strengthening activities for individuals and organizations.
Demonstrated ability to work with local partners and on organizational capacity strengthening program targeting small and medium size organizations.
Technical background in food systems, health systems strengthening, nutrition and/or food security is desirable.
Demonstrated ability to deliver high-quality technical products.
Ability to work with technical teams across diverse contexts; demonstrated success providing technical assistance in complex environments.
Excellent written and oral communication skills.
Fluency in written and spoken English.
Fluency in French, Spanish, or Portuguese desirable.
Willing to travel as required (10-25%).
Experience:
Master's Degree in nutrition, public health, international development and/or related field; PhD and/or MPH desirable.
12+ years of experience providing technical leadership in capacity strengthening programming at global and/or local levels.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization in subject matter area of expertise; experience working in USAID-funded programs essential.

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $70,000 - $160,000
