Senior Specialist, Human Resources for Health, and Sexual Reproductive Health Integration - GL E - Defined Duration until December 2026

Human Resources for Health (HRH) including Community Health Workers (CHWs) are a key part of health systems. They are essential for comprehensive primary health care service delivery and public health functions at health facilities and in communities, including sexual and reproductive health (SRH) services. They are needed for achieving the health-related sustainable development goals, including ending the epidemics of AIDS, tuberculosis, and malaria, addressing health inequities and achieving universal health coverage. They are also needed for building country capacities for health security, including the requirements of the International Health Regulations to prevent, detect, respond to and recover from health emergencies. And HRH/CHW are important for inclusive economic development and advancing gender equality, given that the vast majority of the health workforce is female.

The Global Fund is a major source of funding for HRH/CHWs for the Grant Cycle 7 period (2024-2026) the Global Fund investment in HRH/CHWs is over $1.9B USD (of which $332m USD is through the Global Fundโ€™s Covid-19 Response Mechanism known as C19RM).

In addition to the above Global Fund investment in HRH/CHW, the Global Fund has received funding from the private sector to increase access to high-quality, integrated, people-centered Sexual and Reproductive Health services by strengthening community and primary health care platforms and promoting better integration of SRH services in 12 countries. Most of this funding is programmed through country grants, a significant amount is programmed through the Community Systems & Response (CS&R) Strategic Initiative (SI), providing technical assistance through a centrally managed project to complement grant funding. The private sector partnership also includes an objective on strengthening public financial management systems.

Simultaneously, the Global Fund anticipates other donors to increase investment in HRH, including CHWs (e.g., the multilateral and bilateral development banks, the USG, the Pandemic Fund, and other initiatives).

The Senior Specialist for HRH and SRH integration will be part of the HRH/CHWs sub-team in the Resilient and Sustainable Systems for Health and Pandemic Preparedness and Response (RSSH-PPR) team, within the Technical Advice and Partnerships (TAP) Department. The Senior Specialist will act as the technical lead for integrated human resources for health and community health worker programming with a specific focus on the new partnership on SRH service integration in primary health care and community systems, working under the direction of the Senior Specialist who leads the HRH/CHWs sub-team.

Key Responsibilities

Serve as overall project manager leading programmatic delivery of the new private sector partnership

Working as a senior member of the HRH-CHW sub-team and in close collaboration with dedicated staff embedded in Grant Management Division supporting delivery of the grant-funded component of the integrated SRH investment, as well as Health Financing Department and Finance (both responsible for the public financial management objective of the partnership), and overall with the Private Sector Engagement Department who stewards the relationship with private sector donors; the Senior Specialist will oversee implementation of the ambitious partnership investment:

  • Convene a cross-departmental programme implementation team, to ensure clear communication of critical delivery and reporting milestones, regular follow up and coordination of efforts across teams working to operationalize the partnership. Working with Implementation Specialists, Integration and Quality of Services in GMD regional teams, develop and support implementation of the country engagement plan. Ensure timely follow up and reporting of partnership-relevant investments, and donor engagement at relevant agreed junctures, as part of existing structures and agreed reporting arrangements.
  • Working with GMD and the SI teams, coordinate development of an integrated workplan for the implementation of the initiative. Ensure mapping of country specific workplans against agreed partnership framework to build technical coherence and enable follow up and reporting against key partnership priorities as well as by country.
  • Oversee implementation of the TA element of the investment, in close collaboration with the broader SI team, HRH-CHW country focal points and GMD colleagues. Ensure clear additionality and coherence of technical deliverables at country level as well as coherence with the approved partnership framework.
  • Overall monitoring and quality assurance of TA provider performance according to TA provider contracts.
  • Identify, manage and report on key risks, including ensuring timely upwards escalation as necessary to ensure programmatic delivery.
  • Working with HFD and Finance teams, maximize the synergy between the PFM component of the investment and health and community systems focused parts of it, wherever possible.
  • Working closely with CRG, ensure gender-responsiveness of the implementation approach, with a focus on ensuring a rights-based approach in SRH services and activity implementation, in line with the approved partnership framework.
  • Oversee all reporting and communication for the new partnership initiative, with specific focus on leading the development of the reports due to the private sector donor for overall partnership and leading internal reporting for the CS&R Strategic Initiative.
  • Ensure effective communication and coordination, including with all relevant CMLIs, Strategic Initiatives, and other internal and external TA mechanisms.
  • Represent RSSH team in all interactions with the donor as well as internal and external platforms advancing implementation of the new partnership and broader integration agenda. Brief GF leadership as relevant and ensure the full HRH-CHW team and GMD CTs are briefed and supported to ensure successful partnership activities at country level.

    Provide technical advice and support to country teams on Human Resources for Health and CHW programming, with a specific focus on integrated SRHR services.
