Standard Job DescriptionSenior Reporting Assistant Organizational Setting and Work Relationships The Senior Reporting Assistant will fulfil internal and external reporting requests. The incumbent is supervised by the Reporting Officer or another professional or more senior local staff depending on the staffing structure of the Office. The Senior Reporting Assistant is expected to have contacts within the Organization and outside the duty station, as well as with partners and other stakeholders to collect information and monitor programme activities. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Stay abreast of the operational developments and assist in the preparation of briefing notes and reports. - Assist in consolidation of data and facilitate the preparation of periodic reports including Sitreps, Fact Sheets and other activity specific reports and in preparations of interviews to the local media and background briefings to the international media. - Update regularly the relevant information tracking system(s), adhere to electronic filing requirements. - Provide administrative support in routine services and activities within the Unit - Accompany visits of foreign delegation and the media to refugee sites in the region, giving appropriate briefings, interpreting support and commentaries. - Work closely with relevant colleagues to contribute to accurate and standard data presentation. - Prepare and distribute meeting minutes in a timely manner. - Consolidate and provide inputs for donor reports. - Perform other duties as required. Nature of Position:

The international obligations of Tรผrkiye and its national legislative framework on asylum have shaped the form of current collaboration with UNHCR. UNHCR continues to provide legislative and technical support as well as institutional capacity building support to national institutions. UNHCR Istanbul Office is working closely with provincial directorates of line ministries, INGOs/NGOs, local governments and refugee populations in Marmara Region. The persons of concern in Istanbul FOโ€™s area of responsibility is over 750,000 in 11 cities.

In this complex environment in a metropolitan city with 39 districts, Istanbul FO has expanded its network and capacity building activities with diverse actors such as municipalities, social service centres, mukhtars, imams and other significant local actors that contributes in expansion of protection space for refugees. Istanbul FO has been strengthening coordination mechanism in the Marmara region, in line with UNHCRโ€™s strategic priorities. Given the large cosmopolite nature of Istanbul in terms of financial, cultural, and political prospects, the office has been also hosting high level visits.

The Senior Reporting Assistant will fulfil internal and external reporting requests. S/he is to be supervised by the Protection Associate. The incumbent receives regular guidance and advice from the supervisor. Advice and operational support may also be received from other senior staff and support units at the Field Office/Country Office. The incumbent will establish strong liaison with both internal and external parties, including donors, UN Agencies, and implementing and operational partners. The incumbent will be responsible for supporting the efforts of the unit in reporting on a variety of topics including but not limited to protection and registration monitoring, detention incidents, apprehensions on the border, and social cohesion along with other regular reporting activities of the office. S/he will also assist in analysis of the findings of field and monitoring missions as well as providing analytical reports on access to the legal framework while producing ad hoc thematic reports, fact sheets, internal inputs. The incumbent will also be in contact with governmental counterparts such as PDMM, PDoFSS and other relevant institutions. S/he will also be in communication with other functional units within country office to coordinate reporting requirements.

Living and Working Conditions:

Climate in Istanbul: The inhabitants of Istanbul enjoy all four seasons. The characteristic weather is a cooler version of the Mediterranean climate. The summer months between June and September are very hot in Istanbul. The humidity is also very high. The average temperature during summer is 28C with relatively dry weather. The winter season in Istanbul is cold, wet and snowy, but the temperature remains above the freezing point. The wind can also be very strong especially in autumn. Light jackets are always recommended due to unstable weather conditions.

Particularly the central areas of the big cities in Tรผrkiye are not very different from any other Western city. There is a good choice of hotels in Ankara and Istanbul but the choice is somewhat limited in many other parts of the country, except for summer resorts. The prices of hotels are subject to continuous changes due to domestic inflation and changes in the value of the Turkish Lira on foreign exchange markets.

The usual practice for renting an apartment is to consult real-estate agents or advertisements in the local English language newspaper.

The main cities have a number of hospitals where well trained specialists and surgeons in all branches of medicine can easily be found. Prescribed medicines are not always available in the hospital and may need to be purchased from a pharmacy.

Private clinics are generally well equipped and offer services of an acceptable quality. There are also private hospitals of top international standards in Ankara and Istanbul. The number of this type of hospitals is increasing day by day. Laboratory tests are available both in these hospitals and in established private laboratories.

There are only a few schools in Tรผrkiye that cater to foreign residents. These range from kindergarten through primary to high school level. Courses are in one or more foreign languages although some subjects are taught in Turkish in some schools.

The general security situation remains calm and stable. On 6 February 2023, two powerful earthquakes of 7.7 and 7.5 magnitudes struck in south-eastern Tรผrkiye in the province of Kahramanmaras. The earthquakes have claimed thousands of lives and caused untold destruction to homes and infrastructure across the region. Level 2 Emergency for Tรผrkiye and Syria were declared. This Level 2 emergency declaration will remain in force for a period of six months and will expire on 8 August 2023. Under exceptional circumstances, the AHC-O may recommend a three-month extension following consultations with the Regional Bureau.
