Context
The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.ย
Under the direct supervision ย of the Director of OSS in Headquarters (HQ), the technical supervision of the Senior Staff Security Operations Officer, and the administrative supervision ย of the Regional Director (RD), the Senior Regional Security Officer will be responsible and accountable for providing expert support to enable IOMโs activities in the Regional Office and Country Offices in the Region where they are located with all aspects of security risk management.ย
The Regional Security Officer will be expected to implement applicable UNSMS policy and design, including security management procedures that will effectively address issues that could and have impact on security of IOM personnel, premises, assets and operational activities.ย
The Senior Regional Security Officer will, in coordination with the RD and the Director of OSS, provide supervisory and technical assistance to Country Office Security Professionals, Field Security Associates and nominated Organization Country Security Focal Points. The incumbent will be accountable and responsible for security matters related directly or indirectly to IOM personnel and premises in the Regional Office and Country Office that fall under the influence of the RD or Chief of Mission (COM). ย
Specifically, the Senior Regional Security Officer will support in establishing and maintaining an appropriate level of security awareness throughout the Country Offices in the Region and all the associated programmes within the Region or duty station.
The Senior Regional Security Officer will also ensure that security learning/training activities are carried out professionally and within IOM and UNSMS learning/training standards.
The Senior Regional Security Officer will be expected to deploy when necessary to assist IOM Country Offices in the Region.ย
Educationย
Masterโs degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations or a related field from an an accredited academic institution with seven years of relevant professional experience; orย University degree or equivalent in the above fields with nine years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.ย
Experience
A minimum of seven years of progressively responsible experience in international relation, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, or crisis/emergency management and preparedness in the public or private service areas, responsible for responding to emergency situations that may directly impact security is required;Experience in planning, design, implementation or review of risk mitigation measures related to operations impacted by insecurity is required;International experience is required;Management experience in the humanitarian, public, private or corporate sector is required;Minimum two years of experience in field operations is required;Specialized experience in such areas as security programmes, risk assessments, or analysis is desirable;Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable; and,ย UNDSS certification to any of the following: Security Certification Programme (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Trainer Development and Certification Course (TDC) and Safe and Secure Approaches in Field Environments (SSAFE) is desirable.Skills
